I volunteered at Mile Hi for 5 years way back when, and eventually adopted my sweetest little dog from them. Behind the scenes, there is a vast array of volunteers and donations that are the primary reason this shelter can even stay open.
I also worked at a vet clinic a ways up the street that honestly groaned when a newly adopted dog from Mile Hi was scheduled to come in - they were often ill, etc. But having seen it from both ends, they don't have the money to do great things; they do the best they can with what they have available (and that's not a lot). They are a longevity shelter, meaning they take dogs that no one else wants to bother with, including sick or hard-to-place pets.
Please give them a chance to become what we all know they are capable of doing!
