Pros: some level of care for animals-rescue organizations come here
Cons: policies in writing do not mean much
These people work hard. I know they have a full plate. I missed out on an adoption because someone in the facility had a friend who wanted the same dog I did.
The supervisor gave me a free certificate for another dog adoption-but it is not worth the paper it is printed on. Written guidelines aren't followed. The only way the gift certificate would be meaningful is if the dog was adoptable the time you were there and no one else apparently wants it.

I believe your story, but in volunteering there for years, I can honestly tell you that I've never seen staff get an animal over citizens. It is the first person that applies for the dog, and some people have literally camped out there all night to make sure they get the dog.
Don't let this discourage you towards getting a dog.
The reason rescue groups go to this shelter so much now is because they can pull the good dogs adoptable dogs now, they changed the procedures for this. They are notified before the public is, so they actually are at an advantage. It may have been a rescuer that got the dog, I wouldn't be surprised.
