The Western PA Humane Society is a wonderful shelter! They're an open door shelter and never turn away a homeless or neglected pet - regardless of age, breed, health or behavior. I work at the WPHS, so I'm slightly biased, but the customer service staff are very knowledgeable and helpful. It's a great place to find your new best friend!
