They Need Local Gov't. Funding...
All the Surrounding Shelters are Much More Appealing to Potential Adopters....

This shelter does a great job at making itself known to the community in hopes of getting more volunteers and people to adopt. They spread the word of their shelter and participate in many pet-related activities around town.
