I lovePBRC.net Love them, personally, I think they are an awesome site and a bunch of wonderful folks.
Our shelter started over 4 or 5 years ago, listing onpbrc.net and we have loved the response we get. They have their own application. They will review it, make sure the folks have not applied before but now giving different info and give the caretaker of the dog (the shelter) their pros and cons on the app.
They don't do a complete background check or anything like that, but they help give shelters/rescues a good head start.
PBRC.net has information on rehoming your personal dog, breed info, list of rescues, breed bans, and so much more. I could not really begin to tell you everything. So just go check it out yourself. Even if you are not adopting or have a pit bull, you just might learn something.
