Talk about taking the hard road. The South in general is a tough place for animals. Most people in East Tennessee think nothing of ignoring a starving, injured stray. The number of dogs who spend their life chained is WAY too high. Spaying and neutering ranks very low on most people's priorities. Try to educate people and they will just look at you like it's none of your business (if they are trying to be polite). I've even been threatened by a shotgun when I was trying to pick up a dog that was running loose in the middle of the road - seems like the guy claimed the dog belonged to him and decided I was 'stealing' it. He didn't seem to have any issue with the dog running loose. As a result, there is plenty of roadkill - who wants to get shot trying to help a dog that will only continue to run loose til it gets killed.
Yes, the area is a mess and these folks are doing great work! They understand the importance of publicity for fundraising and education of the community so they don't sit back quietly caring for the animals and overwhelmed - they use lots of opportunities to make sure their names are out there on the Internet, newspapers, radio and TV.
Pros: hard working, love their animals, knowledgable
Cons: touch area with poor legislation that is unenforced as it is, understaffed, WAY underfunded
