I believe every shelter should win. Because this is about the animals. Giving them a better home until they can hopefully find a loving forever home. But since they can't I believe the Humane Society of Parkersburg should win because of how much we really care about the well being of these homeless animals. Could volunteers do follow ups? I know as a volunteer I would be more than willing to do something like that.
