These types of laws are complaint driven; it would be a rediculous waste of resources to go around checking each dog. In the town where I live, we have a mandatory spay/neuter ordinance, but it's only enforced when animal control has some kind of contact with the dog, such as if it's running at large and is brought in to the shelter (VERY common with un neutered male dogs), or when they are responding to some kind of complaint about the animal. There's no reason to hand out tickets if people are being responsible and are not causing any problems. Read Less
