The Question: Why should the SPCA in Cattaraugus County get the million Dollar makeover. The Answer: Simple (but complicated) The SPCA started from being a kill shelter. Very uncaring and all about the money. Rumors were told back then "if you do it right theres money in this buisness" (doing it right meaning "killing animals") After Kelly Chaffee got involved she changed all that.
