She should be punished for trying to "help out" if it's breaking the law. Chaining a dog and leaving it without attention is terrible, I agree, but you can't just take the law into your own hands. People in our area tried to pass laws but realistically, how many Animal Control Officer, with vehicles, gas costs, materials is the area willing to pay to enforce the laws?
Everybody wants enforcement but nobody wants higher taxes to pay for the services.
It's a slipply slope to support people who take action based on compassion and not the law.

Suppose a compassionate person thinks they can do a better job of raising your children and have money to provide more for them. Is it ok for them to kidnap your kids and give them a better life? After all, they mean well and are compassionate. Follow the law or change the law.
There are also jurisditional issues. Police can arrest for theft. Here Animal Control cannot enforce theft laws and usually have to also push the local police to take on animal theft cases. Read Less
