Sounds like the dog has a lot of pent up energy that needs to be released somehow. Is he getting walked every day? How long of a walk? Exercise is a great way to fix a lot of behavior problems. If they are unable to exercise him maybe they could hire someone or even get a doggie treadmill. This is the most important thing.
Some dogs just take longer to grow out of puppyhood. Some dogs need a stronger leader than others. This dog sounds like he needs some strong leadership. It sounds like he gets away with whatever he wants and he is in charge of your grandparents. Jumping, do not pet the dog until he is calm and sitting. Correct the dog and tell him "off" when he is jumping and make him sit and stay. When he is calm then he gets petted and rewarded. Set rules for the dog, not allowed on the furniture unless invited, has to do something before he is fed etc. Dogs need structure and rules. Chewing, make sure he has lots of his own toys and chews. This is what I tell my husband, "if it is within the dogs reach then it is fair game for chewing". So when my dog is left alone I doggie proof the area. When he is chewing something not his, then take it away say "NO!" and replace it with a toy of his own. When he chews his toys tell him what a good dog he is.
Maybe they should get involved with a place like Gem City. My baby girl just went through her terrible twos and we survived. I didn't think we were going to, but we did. I took her to Gem City for puppy obedience and now we are in agility together. The instructors there are very knowledgable and probably would be able to help your grandparents. There are a lot of "older" people in the club too so they wouldn't feel left out or anything.
