First Linda, I'm not an "expert"--just someone who loves cats :-) So with that in mind, is Petey socialized? I'm assuming you can pet him, yes? If not, I wouldn't even attempt to bring him into the house. Assuming he is, I wouldn't worry about the litter box issue. When you bring him in, put him in a separate room with his own litter box, food and water. Unless he's what's called a "dirty cat" (one that won't use a litter box), he should instinctively gravitate to the box to do his business. I think the biggest problem with cats not using boxes, is their inability to get at them for a variety of reasons (other animals blocking the way, construction work going on where their box is placed, etc.).
You really are an outstanding adoption counselor Howard! You've worked miracles with so many of the shyer cats. Your patience and helpfulness is often mentioned on call-backs.
