I'm not sure what makes you think that people who own these dog runs keep their dogs outside all the time. I suppose there are some that do, and I agree that it's inappropriate. I hope to fence my entire yard, someday. Until then, I'd like to have someplace outdoors where my dog can play safely without being tied up. Read Less
