Tired of people not fixing their cats!

Our list keeps growing with cats/kittens needing help yet people just don't seem to get it. We have a law in place that all cats have to be spayed/neuter by the time they are 6 months old yet when you enforse the law the people act like there is nothing wrong with their cats having a few litters.
