I agree 100% with your assessment of this very hateful person. It is so sad that he is willing to spend so much time and money to prevent the care and rescue of animals that have been abused and thrown away by uncaring people. There must be something that could be done to stop his harassment. I am really disappointed with West Plains in that they do not have any kind of programs or any assistance for the rescue and care of strays/abused animals. This is a really serious problem and no one really seems to care. I also do not understand why there is no more cooperation between the city and the facility on BB highway. Why is this??? Read less
