I live in Los Angeles, and this is very common around here. My parents and may people who I know have dropped off animals at the park in fear of getting fined by the shelters for dropping off their dogs. I think a lack of education is to blame. If they only knew it's ok to drop off your animals at the shelter and the dangers of leaving them in a park, it may help. We need to all make sure everyone we come across knows the options so this stops. Spread awareness. Read Less
