I feel that the Humane Society of the Ohio Valley deserves the Shelter Makeover because they are in desperate need of funds and an update. They rely on donations to run the shelter. This shelter works very hard for the animals and keeps them much longer than most places do so that they have the best chance to find a home. How awful that they're sending those animals back into those same conditions! I know it's hard to know what to do with that many animals but a better solution should have been found than returning those poor animals to the woman who neglected them.
