A lot of things change in 59 years. Research has led to the creation of drugs that have helped many pets have a better quality of life. I don't think it was worth taking his license. But I would choose to go to a vet who keeps up with the times. It would be MY responsibility to limit my dogs activity after suregery to prevent further injury - not the dog's pain. My GSD had an ACL reconstruction and she had pain meds before every session of water therapy. The pain meds allowed her to have better range of motion than she would have had if it hurt too much.
