I would expect any Vet to take action if they suspected abuse. Too bad there are only 7 states that REQUIRE mandatory reporting. Also, there are 7 other states WITHOUT FELONY provisions for cruelty to animals: Alaska, Arkansas, Idaho, Mississippi, North Dakota, South Dakota, and Utah. At least since 2002, Ohio considers animal cruelty a Felony punishable by up to 1 year, and $2,000; with mandatory counseling to be ordered as part of sentencing. Read Less
