All shelters face the same problems: impending bankruptcy and overcrowing. That is a fact in my opinion because:

1. Shelters rely on the public for support, and

2. The public relies on shelters to take care of the animals they don't want.

We as individuals need to take responsibility for our animals. That alone will help the over-crowing issue. Fund raising alone can't support an animal shelter. I think HSHA and all the shelters in Pennsylvania should take a stand for government funding.
