Description: Cooper was what I call a "Foster Failure". He was never intended to be a permanent member of my family, however, he just doesn't belong anywhere else. He has some "issues" that stem from spending the first 9 months of his life on a concrete floor in a 4x5 kennel, so needless to say, he does not get kennelled up in our house. He is a very sweet boy.
