I'm thrilled and inspired as the successes shared in the article and think that it would be a wonderful thing if a "consortium" was formed to function as a "think tank" and share creative ways to manage costs and increase fundraising. Another thought is to involve your local veterinarians in supporting an education initiative in your community to create awareness to a critically dire situation that many don't understand. Here, a smaller community, I am able to have free radio Public Service Announcements and our newspaper will print articles on the subject as they now consider this our entire community's responsibility to be aware of the problem and hopefully assist.
