The owner of the dogs is responsible for their behavior. Tell him to watch the Dog Whisperer on the National Geographic Channel. Cesar Millan is great and would have those dogs quiet in no time. They probably come out of the house all fired up and continue through the whole walk. It's the owner that needs the training!!!
