Sweetie is a pound puppy that I rescued back in 2001. She already knew how to sit, speak, high 5, down, and roll over when I got her. Someone lost a great pet. If you can't talk to the neighbor about the dogs, try your local animal control. They can site them for excessive barking, especially if you get other neighbors to complain, too. The owner of the dogs is responsible for their behavior. Tell him to watch the Dog Whisperer on the National Geographic Channel. Cesar Millan is great and would have those dogs quiet in no time. They probably come out of the house all fired up and continue through the whole walk. It's the owner that needs the training!!!
