I hope he's able to raise the funds. I have to side with the city on this one - there have just been too many stories about animals killed in fires recently for me to want to say "can't we just let him slide on the sprinkler system?". I like the idea someone else had about him charging just a few dollars more to cover the cost of upgrades and licensing that he's required to have. Most people would still adopt from him rather than the shelter - people just don't like to go to the shelter, it depresses them to see all the animals needing homes, knowing that some of them are going to die. They'll gladly pay a few dollars more, knowing that none of the animals they're looking at are going to die.
