The purpose of animal control IS very different from that of a humane society/shelter. They don't necessarily have to adopt out animals. It sounds like they are already going above and beyond by having a mobile adoption unit and a low-cost spay/neuter clinic. Sadly, their adoption rate is actually pretty good for a facility like that in the South. Perhaps the community can make the push to have it converted to a shelter. I live in Alabama and the facility in my area is a humane society/shelter but there are 3 animal control agencies in the county that bring the animals they catch to the humane society. The cities and county provide funds to the shelter for providing the service so that they don't have to have a separate facility to house the animals. However, the shelter is still a non-profit organization. Overall it seems to be a pretty good set up. On the other hand, I don't see why the Birmingham Animal Control facility wouldn't want to work with other shelters/rescues if it means saving more lives. Read Less
