i don't believe that this was an accident either.. i would try and keep the cat indoors or at least close to the house if at all possible... If you live by a wooded area then it is likely that people are hunting in there.. Be it hunting season or not.

It is about time a state actually made a stand for the animals. They can only do too much to stand up for themselves before they are considered "aggressive" or "mean". Way to go for actually caring about your animals well-being.
