Sounds like L.A ink there was a man on this show that had a pittbull he was so in love with when the dog had passed away he had pictures of her tatooed all over his body. And it's the show were they find new homes for dogs and find dogs for people who want them and they get them from rescues. I like this you know there are also prisoners that they let join a program were they help train and find rescued dogs new homes the inmates even get a specail bedroom and the dog stays with them until it is adopted once it is adopted the person gets another dog these people get released early for doing this project.
