Puppies Behind Bars: Serving Time, Public

CLINTON, N.J. - Since Sept. 11, the need for explosive detection canines, or “E-D-T’s,” has grown. And training these specialized dogs is a group not likely expected to be aiding law enforcement – prisoners.

“This program is definitely changing my life,” said inmate Ivelesa Figueroa.

And it’s changing dogs’ lives too. At the Edna Mahan women’s prison in Clinton, New Jersey, a program called Puppies Behind Bars teaches inmates to train Labradors to become bomb sniffing dogs.

“I love this program because it gives us all different opportunities to show people that some of us do regret the things that we did and that we are trying to start giving something back to society, that, you know, we are willing to change,” said inmate Erika Riggins.

“It’s been a hard journey, but having him, having the program has helped me cope with it, has made me a more responsible person,” said Figueroa. “It definitely gives me something to do every day.”

“It’s a good feeling to know that she depends on me and that she needs me and she's there to give me love,” said inmate Kathryn Noll. “Some days are a little rough, but, for the most part, it's rewarding.

The dogs are with the women 24-7. Program Instructor Jan Brady said that the dogs learn the basics of their future jobs by working with inmates.

Tires, doors, seats and trunks all become work zones for both the canines and their temporary trainers.

Speaking to the success of the program, Dr. Gennifer Furst, a professor at William Paterson University, said that there's a dog that was trained by Puppies Behind Bars in every state.

“These programs are in over half of all states,” she said. “and the vast majority have been established since 2000, so it's a recent but growing trend.

According to Dr. Durst, programs like PBB exist in every state across the country, providing prisoners the opportunity to turn their time into positivity for themselves, the dogs and the people who benefit from the canines' training.

But for the women, the dogs are a reason to get out of bed in the morning.

“No matter what you do, no matter what you don't do, (the dogs) are always waiting for you,” said Figueroa. “They don't judge you and they're your best friend.”

Erika Riggins said she takes pride in knowing that she can turn his misdeeds into something that can help save lives – a fact that makes PBB worth the efforts of everyone involved. As another inmate put it, “ ... your life is no longer yours, it belongs to (the dogs).”

“It's always a great sense of accomplishment, I think, that we all feel,” said Brady.

“I can't see my life in here, without (the dogs), without this program,” said Figueroa.

There is a local assistance dog training school in my area and they place the dogs with an inmate for training and then continue the dogs training at their facility, then the dog is placed as either a hearing ear dog or an assistance dog or a dog that helps abused children relate to humas by starting to open up to the dog. Great program and it gives the inmate a purpose and probably changes his/her life.

It is great to read this article. The shelter that I volunteer with has a similar program at the local prison. Dogs are partnered up with inmates for a few months. During that time, the inmates bond with the dog they are assigned and teach it basic obedience. The dog then becomes more adoptable. It think these programs are great. It is a positive experience for the dogs and for the inmates.

This concept is being shown to be a success with horses, as well. How great is it that both parties benefit so much? It's probably one of the most successful ways to help criminal learn compassion and avoid recidivism.

Thumbs up to the person who came up with this concept. It not only gives inmates an opportunity to learn marketable skills, it also helps them learn empathy. The programs that use horses in this way are successful, too.

Seems like this program is a win win. THe animals receive love and training to serve a very important task and the inmates get the chance to do something worthwile and learn to care for something in the process. Affection both ways and the feeling of achievement and purpose.

There is rehabilitation value in learning to care for and train an animal properly. It may be the first time those inmates have had to opportunity to learn how to be patient and work hard to get positive results.

well at least they do have securtiy camera at jail, they'll know if the pups are being mistreated or not. that is one place they can't hide anything of wrongdoing. this is a good ideas to train pets for the blinds & deaf and for other reasons.

in my community the prisoners train them for adoptions. i agree with police dogs, i have a german shepherd, sniffing out drugs and misssing persons but bombs, no way. with all the technology today theres gotta be a better way.

Why would the puppies get hurt? I think those inmates are so in need of companionship that they would do a lot to take care of the dogs.

What an excellent story. It's nice to see some of these "people" getting the opportunity to give back. Especially something so important as this. Great program... and great opportunities for these folks. Kudos to all!

I worked with an organization that trained assistance dogs. Inmates were chosen very carefully for the program. Our dogs worked in a women's prison. The women involved became excellent trainers and were able to obtain emotional support and a feeling of doing good from the animals and the animals were very well trained.

Wonderful program. They had a program sort of like this in Maine where prisoners helped train dogs with severe behavioral problems. The funding got cut, so they cant do it anymore. :(

It's a win win situation. The dogs learn their jobs and the inmates learn so much more. I wish more of these types of programs would spring up. Even if they are just training the dogs how to be good pets. It's still a win win.

Greyhound Rescue in Columbus works with one of the prisons to train the dogs that they have rescued. My dry cleaner has adopted one of them, her name is Wanda.

i think this is a great program, my only worry would be the violent offenders- is there anyone to make sure these dogs aren't being mistreated?

Hi, Amy. I'm a volunteer puppy socializer with the program. The inmates go through a rigorous screening process before they can qualify for the program. They also attend training class with their pup at least once a week. They are devoted to their dogs and you would be amazed at the transformation of these women. They give their puppies one on one attention and love 24/7.

When these inmates are released, society will receive compassionate, kind, and caring members of society. I only wish there were more puppies to go around! There are only 7 at the NJ facility currently.

Toni, Thanks for the information! Some Zootooers were expressing concerns about the inmates being left in charge of the dogs. However, I think you've laid these fears to rest.

Toni, thanks for the info, i volunteer for a greyhound rescue group (www.greyhoundoutreach.org) and we have tried to initiate a program like this where inmates 'foster' greys until placement (2+ weeks) and haven't had much interest locally. any suggestions to get this project up and running? thanks! amy

I've seen things about this program on tv before and i think it's a great idea! I agree that it also turns the imates time into positive time!They are able to give back to there community by doing this!It makes them feel good about themselves again!
