Pa. Puppy Mill Closed, 96 Dogs Need New Homes

Browse News

EPHRATA, Pa. -- On the eve of the Hanukkah and Christmas holidays, 96 canine wishes were granted when authorities closed a Lancaster County puppy mill on Saturday.

Pennsylvania dog wardens came to an Ephrata kennel this weekend to enforce a Dec. 6 injunction, which ordered owner Ervin S. Zimmerman to close the facility within 14 days.

"We've had four or five injunctions this year, but this was the first time that we actually had to go in and remove the dogs because someone was not actually following the order," said state Agriculture Department spokesman Chris Ryder.

"In the past there were significant issues," said Ryder of the kennel's conditions historically.

A judge granted the injunction to the Department of Agriculture's Bureau of Dog Law Enforcement after an unannounced Nov. 25 inspection, which led to Zimmerman receiving citations for six violations of the dog law. Wardens also ordered veterinary checks for five dogs.

"And because of all the unsatisfactory inspections, his license was revoked," Ryder said of Zimmerman's kennel license status in 2007.

Out of the state's 4,413 commercial kennels registered in 2007, "21 licenses were revoked or refused, similar to Mr. Zimmerman's situation," said Ryder.

"Then it was denied in 2008, and he was appealing it, which is why he was able to operate the kennel until now. We weren't able to shut him down for good until we got that [injunction] from the judge."

On Saturday, staff of the Humane League of Lancaster worked with authorities to remove the dogs ranging from puppies to adults of various breeds, including Yorkshire terriers, poodles, Cocker Spaniels, Schnauzers, Jack Russell terriers, Malteses and Shih Tzus.

The Humane League was not able to be reached for comment, as of press time, yet it reportedly is caring for more than 60 of the puppy mill dogs, while a shelter in a neighboring county houses the remainder.

Of the 31 adult dogs that the Humane Society of Berks County shelter has taken in to help the Humane League, the dogs "require some basic medical attention, nothing too extensive," said Dyan Heckart, the field service coordinator for the Humane Society of Berks County.

"They [the dogs] are actually not in that typical condition where you find them with large, distended mammary glands, so they don't really appear too much worse for wear," Heckart said.

While the dogs are being sterilized and readied for adoption, the shelter is accepting pre-screening applications so the dogs can find new homes just after Christmas.

But the community is already pining away.

"When the story hit the local Fox 29 news in Philadelphia at 10, I was receiving phone calls on my emergency line at 10:20 from people interested in adopting the animals," Heckart said of the instant response the story generated Sunday evening.

"When there is a tragic history, people tend to come out of the woodwork because people want to help these dogs," Heckart said. "And that is a good motivator, but we have dogs everyday that need help, not just these guys."

Ryder said six misdemeanor charges were filed against Zimmerman by the Agriculture Department.

He will also face charges of operating a kennel without a license from July 25 through Dec. 19. Fines associated with the charges will be determined by Lancaster County Court at a future hearing, reported Lancaster Online.

Glad they finally went in and shut the guy down. HOpe all the little dogs found good homes. It's sad to think that they may have more than usual health problems due to possible/likely cross breeding. We should report those type facilities if we are ever suspecting such activity!

Why are puppy mills allowed to exist in the first place? Everybody knows what the deal is here, it's not about the dogs, it's about money. The less yo spend on the dogs, the more money for yourself. A good puppy mill would have adequatly sized, clean kennels, a staff to exercise and interact with the dogs, plently of good food and water etc, but those things would all cost moeny. So even though the owners are actually making their livleyhood off these animals, they won[t give anything back to them!! How these people sleep at night I will never know. what's even worse though, is the ignorance of the peopel that pay $400 ir $500 for a purebreed dog, thus keeping this industry alive. If only they knew. . . .

I totally agree with you.....Adopt a shelter dog. Purchasing a dog from a puppy mill just encourages more breeding.

I hope all of these guys ended up finding really great homes, especially after a bad life like that.

I never understood puppy mills, or why we don't just close them all down. The shelters are already full enough as is. It's not like we have a shortage on canines -.-'

I came across a puppy mill dog once in a pet store. He was obviously sick and not really to breed standard. How do these puppy mill dogs get AKC pedigrees?

Gals to hear they shut the puppy mill down. I say they should all be shut down. No animal should have to life like that. We don't need puppy mills because there are too many dogs. Can't people adopt the dogs that are in the pound, instead of buying from people who get there dogs from puppy mills?

I love to hear when they are shut down. It always seems like people start coming out of the wood work when they hear about these things because they want to adopt. How great would it be if they all found homes very, very soon?

sounds like a good deal to me. They should be paying for the animals care for the rest of their lives even the adopted ones.. they should not get away without penalties for what they caused.. many of these dogs suffer illnesses and medical problems due to the way they were forced to live

I'll never understand why people want to breed dogs that are kept in cages. Pure greed. I can understand having a few dogs and breeding them but 50 plus dogs you can't even remember their names let alone give them any attention.

names? these animals don't get names. they have tags around their necks with USDA ID #'s .. that's how they're identified. they're livestock, cash crops, breeding machines to these people. definitely not pets. :(

Its puppy mills that give breeders a bad name!!! I rescued my shepherd from a puppy mill. I think those people should be treated like the animals they had for like a week and see how it feels an eye for an eye even for dogs

I'm always so happy to hear of puppy mill survivors getting into homes. I do hope they went into experienced homes, I've fostered a couple of these dogs, and sometimes they are so emotionally scarred it's really hard to undo the damage.

Puppy mills are such a blight on this country. When there are literally thousands of homeless animals euthanized each month why is it ok for these animal abusers to keep churning out litter after litter of puppies? It is so wrong in so many ways.

This is a very good story, it is so wonderful that all of these dogs were able to find loving homes after all they had gone through. I hope that we can continue to stand up to puppy mills and provide better homes for all the homeless dogs and cats of the world.

Sorry, I hit submit before I had completed my thoughts. It is difficult for me to understand how people can continue to purchase puppies from pet stores knowing
that they are produced in mills.

We have a rescued mill breeder (IG). She was rescued by IGSA. We fostered
her and then decided to keep her as she was continuing to have issues
with housetraining and strangers.

She lived in a cage for 9 l/2 years producing litter after litter of puppies.
When she was released she had numerous mammary tumors, rotten teeth,
bowed legs and a scarred back. She was terrified of everything.

Two years later she is a beloved member of our family. She loves to snuggle
next to us and continues to be very curious about her environment.

I hope that someday there will be an end to puppy mills. Legislation is probably the best answer.

I agree...It is so sad that people continue to purchase puppies and kittens from pet stores. By doing so, they are keeping the puppy mills in business. People need to be educated about where puppies and kittens in pet stores come from. If they saw photos of where those cute pups and kitties were born, they would be shocked. It is wonderful that you opened your home to a mill breeder. She had a rough life and now she is living the life she deserves.

I'm glad there are people out there fighting to protect animals' rights. Our shelter took in almost 40 cats from a cat hoarder, all in fairly poor condition...but with rehabilitation and care, they were all able to find homes. It amazes me the great work that so many shelters and rescue groups do for our furry friends.

At least this time the authorities were able to take significant action. I just hope that the people wanting to help by adopting, also will still wish to help even those that are just 'ordinary' shelter dogs (or cats). Like the article said, there are those who need the help every day, not just from this case.

Good luck to them all.

Over 4000 registered commercial kennels in that state! All those poor dogs. It's a real shame that with all the press these puppy mills are getting people will still go and buy a dog instead of adopting.

Glad to see he's been shut down however he's a very small operation compared to the others in the area. They all need to be shut down.
