Pa. Puppy Mill Closed, 96 Dogs Need New Homes

EPHRATA, Pa. -- On the eve of the Hanukkah and Christmas holidays, 96 canine wishes were granted when authorities closed a Lancaster County puppy mill on Saturday.

Pennsylvania dog wardens came to an Ephrata kennel this weekend to enforce a Dec. 6 injunction, which ordered owner Ervin S. Zimmerman to close the facility within 14 days.

"We've had four or five injunctions this year, but this was the first time that we actually had to go in and remove the dogs because someone was not actually following the order," said state Agriculture Department spokesman Chris Ryder.

"In the past there were significant issues," said Ryder of the kennel's conditions historically.

A judge granted the injunction to the Department of Agriculture's Bureau of Dog Law Enforcement after an unannounced Nov. 25 inspection, which led to Zimmerman receiving citations for six violations of the dog law. Wardens also ordered veterinary checks for five dogs.

"And because of all the unsatisfactory inspections, his license was revoked," Ryder said of Zimmerman's kennel license status in 2007.

Out of the state's 4,413 commercial kennels registered in 2007, "21 licenses were revoked or refused, similar to Mr. Zimmerman's situation," said Ryder.

"Then it was denied in 2008, and he was appealing it, which is why he was able to operate the kennel until now. We weren't able to shut him down for good until we got that [injunction] from the judge."

On Saturday, staff of the Humane League of Lancaster worked with authorities to remove the dogs ranging from puppies to adults of various breeds, including Yorkshire terriers, poodles, Cocker Spaniels, Schnauzers, Jack Russell terriers, Malteses and Shih Tzus.

The Humane League was not able to be reached for comment, as of press time, yet it reportedly is caring for more than 60 of the puppy mill dogs, while a shelter in a neighboring county houses the remainder.

Of the 31 adult dogs that the Humane Society of Berks County shelter has taken in to help the Humane League, the dogs "require some basic medical attention, nothing too extensive," said Dyan Heckart, the field service coordinator for the Humane Society of Berks County.

"They [the dogs] are actually not in that typical condition where you find them with large, distended mammary glands, so they don't really appear too much worse for wear," Heckart said.

While the dogs are being sterilized and readied for adoption, the shelter is accepting pre-screening applications so the dogs can find new homes just after Christmas.

But the community is already pining away.

"When the story hit the local Fox 29 news in Philadelphia at 10, I was receiving phone calls on my emergency line at 10:20 from people interested in adopting the animals," Heckart said of the instant response the story generated Sunday evening.

"When there is a tragic history, people tend to come out of the woodwork because people want to help these dogs," Heckart said. "And that is a good motivator, but we have dogs everyday that need help, not just these guys."

Ryder said six misdemeanor charges were filed against Zimmerman by the Agriculture Department.

He will also face charges of operating a kennel without a license from July 25 through Dec. 19. Fines associated with the charges will be determined by Lancaster County Court at a future hearing, reported Lancaster Online.

I sure hope all the dogs are doing well now and have found good homes. I have been to ephrata several times and it seems so quaint. you never know where these mills are. There are bad people everywhere. Thank goodness there are good people to counterbalance it.

Can you imagine. Over 4000 commercial kennels in this state alone. We are overbreeding these dogs and this must stop. 21 closed, many more to go for this puppy mill infested state.

Why is it that stricter regulations are not put on breeders. Sad that so many suffer like this. Sure hope all of these dogs have found "furever" homes.

Lancaster County, PA (amish country) is notorious for puppy mills. It seems as if everytime one is shut down another opens..We all need to spread the word every chance we get that pet store puppies are NOT from reputable breeders, but come from these mills. It's the only way we can shut them down.

This is just sick and so frustrating! I am GLAD they shut this mill down. this is not far from where I live. Something needs to be done about these people and there should be a HIGH penalty!

I have not read enough about these puppy mills to say I'm completely against them. I just read about all the bad ones. Are there any good ones? If not, shut them down. I know I'm against puppies being taken to the flea markets for sale. I often wonder is there any overseer of this, I expect not.

I doubt that there are any good ones. If there were, they wouldn't be called puppy mills. But, until someone can prove me wrong, I would say no.

I agree.
If anything you will find a smaller scale puppy mill - a "backyard breeder" that appears to be "good" but most backyard breeders still exhibit the same treatment to animals as that of a large scale puppy mill.

Puppy mills disgust me.
I am glad that this facility was shut down.

It's so sad that greed drives these people to treat animals this way. I'm happy that another puppy mill has shut down but there are so many more out there, I wish they could shut them all down!

Somehting similar, recently occurred in a nearby community here in Florida. The animals were vetted, cared for and put up for the adoption. People were waiting in lines to just fill out an application!! These animlas will end up in a much better place.

Puppymills should be able to be closed when first found not wait and let them keep going by using the court system.The court should be used to lock em up. Hopefully all find good homes.

Bev, I can agree with you that the end result is not always a good one but if we had stricter laws governing Puppy Mills, limit the number of breeding females, insuring they are clean, exercised and healthy.
Close them down at the first sign they are not following the laws and regulations is the only way to stop pumping puppies into society.
It is horrible when you see stories 200 puppies in one 96 in another puppy mill, breeding strictly for profit has got to come to an end in order to protect the animals and insure they are healthy.
There are responsible breeders who care about the dogs and the health and wellness of the offspring. Not all people who breed dogs are bad people but the people who breed without any thought or care other than a pup to sell are no good in my opinion.

oh I know I understood that and you are quite right , it is a bad situation either way, you have to many pups, you close down the puppy mills and have to many puppies.

Agreed.
One example I had seen on Animal Precinct being the breeder offering to sell the puppies at an innapropiate age, where they are not fit to survive without their mother. (Example: Two days old.)

I am so glad they got one shut down. Lancaster County has way too many puppy mills ran by people that seem to skirt around the law on everything. When I lived up there, I went to see a man about an English Bulldog. I had no idea what I was walking into and it was horrible. I called and made a complaint but he only got fined. They weren't able to shut him down and I check the Lancaster paper online from time to time and he still advertises for various breeds of dogs.
