NYC Cops Blame Rabies Scare For Killing Raccoon


NEW YORK CITY – After blasting a raccoon with darts last week when it ran up a tree, police defended their actions, claiming they feared the animal was rabid.

"You had a raccoon in the daytime. It may have been rabid," New York Police Department spokesman Deputy Commissioner Paul Browne told the New York Post.

"It was out in the daytime. That makes it suspicious."

It is unclear why the cops thought the animal was rabid.

Emergency service officers shot the critter with tranquilizer darts last Thursday on East 88th St. Animal Control and Care eventually euthanized the raccoon because the dart damage was irreparable.

"It was the decision of the center for Animal Care and Control to put it down," Browne said. "The darts that were used were deep into the skin. It would have been difficult, if not impossible, to remove them.”

Animal Control spokesman Richard Gentles said his agency was never notified by police of the raccoon situation. Such notification is considered protocol according to the police patrol guide.

The raccoon was spotted at about 7:30 a.m. by a deli worker stunned to find it asleep on a branch on E. 88th St. at First Ave.

The sight of such wildlife in the city drew a large crowd. By 8:30, the raccoon had climbed about 12 feet up as the officers tried to wrangle it.

The first dart shot by cops didn't appear to have any effect, so they fired again, causing the raccoon to pass out and fall from its branch into a blanket held by officers, according to witnesses. It later died in the custody of animal control.

"I am a little concerned because…they were joking about harpooning it," said Linda Ekstrand, 56, who was so upset, she filed a complaint with the 19th Precinct. "I just don't think they handled it as humanely as they could have. I don't think they should have been joking."

Do people in NYC not know what to do w/ a coon when they see one or what? It's a coon people go on about your business it won't hurt you. It more than likely was a young one on its own without mama. Sometimes they do get out in the daylight before they find a comfortable place to sleep. Which is what this little guy seems to be trying to do. Sleeping in the tree on a branch. That is what they do! Nothing to be stunned by. I can't believe they had to euthanize the poor guy just because of the darts they used. 1 dart would have done its job if the cops weren't so impatient & because of that the animal lost its life. I am glad Linda Ekstrand filed her complaint. Good for her. Cops go over board when it comes to wildlife. The little guy was trying to sleep in the tree & for that he got killed. Good lord cops can be so dumb! Over & over they prove this fact. When does the stupidity stop? Rabies? Did they find any signs of rabies after darting it? Nothing was said? Are we surprised? No because the coon didn't have rabies. At most he could have been relocated if the people of NYC were that stunned by him sleeping in their local tree!

The big picture is that the racoon was in plain sight of every idiot. Racoons can carry rabies, and also other diseases, which can be transmitted to animals. Yes poor Racoon. I side with the police, I would not want it loose, frantic in mid mornning when children are going to school. What if it bite someone, or attacked, or was attacked by someones dog. If it had rabies it is FATAL. Would you want to be that person, or parent or even the owner of the pet. Don't think so. You would be screaming at the cops wanting to know why they didn't do something. Know mater what, to some people nothing they would have done would have been right.

Sounds like they didn't have a care about killing the raccoon. There should be an investigation and discipline those involved. If the raccoon was rabid, there should have been some signs.

At 7:30 am it is possible the racoon was still out looking for food. The hour was still early enough for it to be plausable. That poor poor thing!

Oh NO wildlife in the city!!!! This definitely could have been handled a different way. The raccoon was 12 feet up the tree and not hurting anyone.

With all the dangerous folks in that city who run loose and breed more just like them, I find it odd that they think a raccoon, even with rabies, could be any more dangerous.
I had raccooons near my house until development started killing more and more of them off. They move around all the time in the daytime. I've had mammas who let their babies sit on my fence and watch my dog watch them. No hostility or problems with them. This is a s silly as the cop who killed a black leopard in MO because he was at a woman's door wanting food. It had obviously been captive. Instead of sitting in his car and calling for animal control, the cop got macho and killed it, saying it had charged him. Was declawed and had been a pet that they think got set loose by the tornadoes they had in the area a few weeks ago. Sad!

I think what is so aggrivating about this story is that the raccoon was doing what all raccoons do, they sleep in the trees, even in the day time. For that he gets killed, and to MAKE IT WORSE, these boneheads think it's 'amusing'. There's nothing funny about ANY part of this situation, particularly the part where they're harpooning the poor little raccoon. They should and NEED to be suspended. That's ridiculous.

I was informed that they have to kill an animal to test it for rabies. (thanks Erin K.) but my question is, If they had animal control come out there, would or could their solution be any better? Can they just let the raccoon be under observation for a period of time, and then let him go, or would they have to do the inevitable? I would sincerely hope, they wouldn't joke around about it.

Do you know how they have to test an animal for rabies? They have to kill it. Remove the head. Take out the brain. Send it to a lab. Then get the results. They said the raccoon ran up the tree after they darted it. If a noctural animal is out in the daylight, that is VERY unusual, and I would not want any of my animals, (or a child if I had one) going anywhere that 'coon had even walked! Yes, the rabies virus is transmitted through saliva or blood, through a bite or scratch, would you be willing to take that risk with any of your two legged or four legged kids? I didn't think so! Sorry! The cops get my vote on this one!!

The police should have referred the call to the Animal Control authorities. There might have been a case for assuming it was rabid if it was down on the ground acting aggressive toward people, but it was asleep in a tree for God's sake...not exactly threatening behavior! Raccoons and possums are pretty common in urban areas and they generally stay away from people unless provoked. This is just another sad case of people and authorities not valuing wildlife or animals.

Whatever happened to getting the FACTS FIRST, THEN TAKING ACTION? They should've done testing first to make sure that it was rabid, then make a decision from there. They did this completely backwards. So sad.

okay, they thought it was rabid, did they follow through on the rabies testing after they shot it with darts? and 7:30 am is not really in the middle of the day. big city...what if a dog ran it up a tree a few hours before and it decided to take a nap. instead of these cops killing animals they should most likely be doing something more constructive, like WORKING.

To begin with, healthy Racoons do forage in daytime, it may not be as usual as night time but it does occur. Second thought, these police officers need some animal care classes to get them up to speed on wildlife situations. Why didn't they call Animal Control? This is a great example of overkill. Thank goodness they weren't trying to deal with a herd of buffalo.

Good thing those cops don't live in the country because they would wipe out our wildlife for sleeping in a tree. I guess when you live in a big city like that you just can't think about what you are doing before you act.

Are raccoons normally loose in this area? I'd wonder how it got there in the first place. Someone must have had it as a pet. Here's the problem with people having wild animals as pets in inappropriate places. It's sad that the raccoon died. Though they have been known to be aggressive animals, it's interesting that it was out during the daytime.

We need to learn to live together, that poor racoon only was trying to get away and they just killed it. Rabis is just an excuse they used to get away with it.

Poor raccoon. I understand that the police were worried about it possibly being rabid, but at the same time, it doesn't sound like they followed protocol. If they had called in people who were experienced with such wildlife, maybe it would have been different. Also, it doesn't sound like the raccoon was harming anyone. It was sleeping until they woke it up. Then it tried to crawl away as fast as possible. From what I have read in this article, it just doesn't sound like the situation was handled as well as it could have been. Hopefully they will all learn a valuable lesson from this.

The raccoon wasn't out during the "day". it was early morning and the poor thing was trying to sleep. I think they overreacted and protocol should have been followed.

This is a sad story to say the least. The little fellow was just trying to sleep. The people wanting to look at him woke him up. Besides, all the developing going on, the animals are sometimes forced into the cities. It's such a shame.

I understand why the cops acted the way they did, but I feel the public is probably at fault for feeding them & such. it's a shame that this poor raccoon was killed.

I Feel this is another case of possibly humans feeding wild animals that are in parks within the city. Yes they are cute. Yes its fun to watch them eat, but at the expense of their lives, NO. An animal will continue to come back if they can get free food. Its tempting to toss sandwich tidbits to them. However please dont! I feel this is one of those cases again. Poor racoon was waiting on his free meal only to be killed. The police should have let animal control deal with it. It seems senseless a totally senseless killing to me. It was attacking or chasing anyone. There are signs of rabies other then coming out in the daytime. However the only true test has to be done by removal of the brain. So if the poor racoon tests negative and they admit it, what are they going to do? Spread the word, no matter how cute, sweet and pretty these wild guys are to feed please dont. Its not worth their lives for sure. So sad so very very sad.

I've seen raccoons in the daytime around my area. I guess they are near their home at the time. They are such cute animals. I feel the cops acted a little hasty in the situation.

It isn't unusual for a racoon to be seen that early in the morning. Usually, it is scurrying home after scavening the previous night. That's the way it works in the country.

A sleeping racoon is spotted and then possibly spooked......and the first thought is that it is rabid and needs to be removed?? Sounds a little drastic!!!!

Just because a raccoon is spotted at that time doesn't mean it has rabies- have they tested it yet- my guess would be it was not rabid. They could have handled it differently- tranquilized then examined before deciding what to do. Poor thing.

The sad part of this is the only way to examine is to remove its brain. I live in the sourthern part of the USA and we are having a rabies issues at present. Sadly the only test that can be done is to remove the brain and test. By then its to late even it the animal is testing negative. THe police acted way out of line though I feel. It could be people had been feeding the animal that is why it was out. Sadly people dont know to NOT feed wild animals. Its cute to watch them eat. However it does cause things like this to happen. Poor racoon. Sad all way around.

I lived in NYC for 50 years and the cops will shoot anything that does not freeze when they say "freeze". They didn't have to fire that many tranquilizers into it, they should be held responsible for animal cruelty. Just because it was out during dayliht doesn't mean it was rabbid.

I hope action is taken against the individuals involved. The racoon was first spotted sleeping not acting abnormal.

I think this could have been handled better. Yes, raccoons carry rabies. I have seen a rabid raccoon - they act in a way that is not "Normal." I would think this animal could have been captured in a different manner and then assessed to see if it really was rabid. BTW - I have seen plenty of them in the daytime!

Yeah, or it could have been out in the daytime because it was scared, confused, lost, hungry, etc. We need to make sure that we ask first and then act and not the other way around.

in an ideal world, the cops would have been more sensitive about the raccoon, but i am afraid that in real life, cops, particularly those in NYC are pretty hardened by all that they see and need some training in sensitivity. Asking them to follow protocol though is expected

So sad.... We live in the country where we see raccoons, Opossums, Red Fox, and others all the time, daytime and nighttime.. I don't feel threatened by them and I wouldn't call animal control or the police just because a Sounds like insensitivity to me....
 
I live in the country and it is very true that raccoons are nocturnal animals and usually only come out at night. I talked with my vet about a friend who was feeding them and he was very concerned about the danger. Later this same friend's exwife was bitten and had to have the rabies shots. Seeing one out during the day was a sign that the animal should be handled with extreme caution and could be rabid.

I hope the people involved in this are punished. The Raccoon was sleeping not running the street terriorizing the neighborhood.

the stupid fairy strikes again. If they were concerned about rabies that does not justify a joking matter. it was sleeping and minding its own business, they should have set a humane trap and then tested it for rabies. Stupid people really p*$$ me off! they have no concern for living creatures!!

There is no fix for stupid either! They could have humanely trapped it & observed it. They show definate signs if they have rabies. Testing for rabies means cutting the head off so I would not recommend that testing be done unless it had bit someone. If someone is bit they go for rabie shots. Which are not the most comfortable shots to be getting but rabies is not deadly to humans. This situation was handled so badly I want to scream. Good lord how I dislike stupid humans.

It hadn't bit anyone so they would have only had to observe the animal. Now if it had bit someone then they would have to kill it to test it for rabies.

i hope they were right about the rabies because this is a very sad story the only problem is that if one hade it others would too. i assume after it died they tested. the article doesn't say

The racoon was sleeping in a tree at 7:30 am how is that, "out in the daytime?"
It would climb up to get away from these morons. If they were bored and wanted some target practice thats what the shooting range is for. Its to bad we have so many idiots employed as police officers. This isn't just NY its happening all over, just read the news on zootoo, there are a lot of gunslingers out there when it comes to dealing with animals. You'd think with all the criminals cops have to handle they wouldn't be so afraid of cats, and dogs, and racoons and such.

Heck no it's appropriate for the officers to not only SHOOT THE RACCOON WITH DARTS, BUT ALSO JOKE ABOUT IT. That's awful. 1. Where'd they get the idea that it was rabid? There was nothing said about it exhibiting the signs of rabies, foaming at the mouth and so on. The only thing I seen was that the 'raccoon was out in the daytime...very suspicious'. So what if it's out in the daytime, maybe he was looking for a place to get settled until the night came again. They should've done a humane trap, taken it and TESTED IT FOR RABIES FIRST, to make sure that it was rabid, keep it in quarantine until the results are in and then make a decision, after viewing the results, as to what should be done with the raccoon. They put the cart before the horse, here. I think they should be penalized for this, some kind of occupational suspension, but that's my opinion.

The only way to test for rabies is to kill it and remove the brain. That is how you test for rabies.

Um why exactly does a racoon sleeping in a tree mean it is rabid? Are these people morons? Do you know how much wildlife including racoons I see during the day walking around or sleeping. They had no reason to think that. Those idiots should be written up and suspended for not looking more into it and for joking about that. How could you joke about something like that? I dont' care if it was rabid or not, if they had to euthanize it they should not have been in a good, joking mood. Any normal person would be upset that they had to take such actions.
