ALICE, Texas -- A former South Texas mayor has copped a plea after taking her neighbors’ dog and lying to them, claiming the pooch had died.

Last year, Grace Saenz-Lopez, then mayor in the town of Alice, took the Shih Tzu, named Puddles, from her neighbors, Rudy Gutierrez and Shelly Cavazos. They asked Saenz-Lopez to care for Puddles while they were on vacation.

The dog was very ill due to neglect, so she took Puddles to rescue him, Saenz-Lopez said. Convinced Puddles would die if returned to his former owners, she told them he died while they were away.

Saenz-Lopez pleaded no contest on July 15 to filing a false police report, a Class B misdemeanor. She was fined $300, sentenced to 48 hours of community service and received two years of probation.

Three months after the dog was taken, a relative of Puddles’ former owners saw him at a grooming business where he was brought. Saenz-Lopez had re-named the dog Panchito.

In April, a judge ordered the dog returned to his original owners.

Saenz-Lopez, in 2003, was elected mayor of Alice, which has a population of 20,000. After the dog-napping incident became public knowledge, a petition called for her ouster and she resigned in February.

Appearing on NBC’s “Today” show at the time, Saenz-Lopez said, “I didn’t steal the dog. I did not return him to save his life.”

The mayor called the family a day after their departure for vacation to tell them that Puddles had died. Given his condition, the family believed the news and said they were very upset.

“She is no way a humanitarian in taking this pet away from its owners,” said Dee Ann Torres, the lawyer for Puddles’ original owners. “They love that little dog.”

Saenz-Lopez had faced two felony counts of tampering with evidence and concealing evidence for hiding the dog with her sister and reporting it as missing. Her sister, Gracy Garcia, was indicted on a count of concealing evidence. Those charges were dropped under the plea deal.

I saw this a few months ago on the news and it still baffles me. How someone in authority did not call the proper agencies if she felt the dog wasn't properly being cared for is beyond me.

Very interesting. You would think that someone in an authority position, like mayor, would have enough common sense to envolve the proper authorities.

This story is really interesting...people sometimes to MORE than what they are supposed to do...why didn't she call the authorities?

She may have felt she was doing what is right for the dog but in many cases this was her opinion. They may have not treated the dog as she felt it should have been treated, you should make a call and report a suspected animal abuse case. NO Matter how much we would like to take pets away unfortunately the law is on their side.

While her intentions may have been good, there are right and wrong ways to handle a situation like this. If she felt the dog was truly being neglected, she could have involved the local ASPCA or other official agency who would have investigated. It would be their call to remove the dog from its home and then, once it was available for adoption, she could have done things legally.

God point. I agree totally. If this dog was being neglected and she wanted to help it, she should have gone through the proper channel instead of taking the dog and lying to its owners.

Hands off, not yours! The dog did not belong to you & you had no right to take what wasn't yours.
You were chosen to look after the dog. If you thought it was being neglected you should of made the proper calls before she doggienapped the pooch.
She should of gone to an animal shelter & saved one from being put down.
Do Not Take What Isn't Yours!!!
 
I dont know either of them so I cant say that the dog was or was not neglected. What I can say though is that if the dog was neglected she may have been able to find a better way to go about doing this and if the dog was not neglected I cant believe that she would do this. Either way someone was wrong here.
 
I feel torn by this story. I understand where the mayor would want to help save the animal's life because she felt that he was in danger. At the same time, she should have reported it to authorities rather than take it into her own hands. I just hope that the dogs is being taken better care of now.

If a pet is believed to be negected /abused it is to be reported to animal authorities , not just taken , really she had to have known that .

She should have returned the dog and reported the neglect. Then it could be properly investigated. People can't go around stealing others dogs because they think there is neglect. As much as we hate it, channels must be taken. If not then it is all for naught and you are then the guilty party.

I wonder if the dog was truly neglected or if she just wanted to steal the dog and used neglect as an excuse. If the dog was truly neglected, she went about helping the dog the wrong way because now the dog is back with the dogs owners. There's not enough information here to tell what was really going on between these two families and the dog.

The fact that she took the dog out in public after she took the dog shows that something is a little wrong in her thinking. People might not notice in a very large city but in a small one you are going to be noticed.
There is a big difference between taking action and taking the dog. Unless the animal is in eminent danger you go through the proper legal channels

Good point. If she really wanted to get away with it, she should have given the dog to someone in another state (not that I am an expert on how to successfully kidnap!) :). It's a shame that she went about it the wrong way. She may have really helped the dog if she would have contacted animal control.

OK, after reading the 1st article & 2nd it doesn't state for sure if the dog was indeed deathly sick because of something or actually neglected by its owners. I don't know how this lady lives w/ herself after what she did. I am glad she is no longer the mayor. She handled the situation totally wrong. I do feel badly for the owners of Puddles. Is Puddles OK? I hope Zootoo updates us to let us know how the little dog is doing & if he is being neglected or not.

I don't think her punishment is enough. Even if the dog was being neglected, she had no right to take it. She should have contacted the humane society, or police. She should not have just decided what she thought was best for this dog. I guess laws just don't apply to her. I think the sister should have been punished also for hiding the dog.

She should have been made to face the felony charges just like anyone else! She broke the law, lied, stole a dog, and for that she only got $300 and 2 years probation along with community work? The woman should go to jail and do her time, have a record, and not ever be allowed to own a pet! End of story!

Although I do think is was very admirable what she did, she went to it in the completly wrong way. She should of talked to animal control or just speak to the owners themselves. For all she knows, they didn't know they were doing anything wrong.

Do you really think that dog-napping and lying are "very admirable" behaviors for a Mayor?? Mayors should be more knowledgeable of laws and legal avenues for addressing issues; this Mayor chose to "to her own thing"--that's not admirable in my book.

It was good for her to try to help the dog, just not in the way she did it. Maybe you misunderstood what I meant.

There just wasn't anything in the Zootoo pet news articles that indicated the dog really was neglected--or proof, then, the Mayor was rescuing it and thereby acting in an admirable way. My point was that a Mayor should be among the people with the greatest knowledge of how to PROPERLY address a perceived problem. Since she did NOT do this, I don't think her behavior was at all admirable. IF the dog was truly neglected, the Mayor would have an OBLIGATION to try to remedy the situation. So, it really isn't admirable for a Mayor to do what would be expected of a person in such a position.

This same thing happened to my cousin years back. They moved into a new home and made friends with the neighbors. The neighbors watched there dogs while they went on vacation. When my cousin came back one of her dogs was gone and was taken by the neighbors son. He said he could take better care of the dog then my cousin and would not give it back. They had to go to court and wait a couple months until they could take him to court and get their dog back. People are crazy.

I hope the dog is/was okay. Also that it is home now. How awful for them to have to have go through. One never knows what people are going to do anymore.

A very admirable effort, but he should have called the animals into the Houston SPCA while they were in his care. Then he could have done them some good.

I am on both sides of this... I would sooo want to save the animal too, but to lie about it having died? That is just sort of mean. If an animal is sick it is the responsibility of the owner to take it to the vet, and if they don't they shouldn't have it, but well again, you can't tell them it died!

It is not right that she stole the dog. There are other ways to handle the situation. Wouldn't we all like to steal abused dogs?

It is a shame that the mayor did not have charges filed against the owners. Now that thedog is back with its original owners, I hope it does not get neglected or abused.

The mayor should have taken the proper steps and filed abuse charges against these people. The dog would have been taken, given medical care and probably put up for adoption. She then could have adopted the dog legally. I know that in her heart she was thinking she was saving this dog but, the dog is now back in the hands of the people she was trying to save it from!!!
 
If she thought Puddles was being abused she should've told the authorities, not dognap her.
 
I think she made the wrong move-hope she has resigned her position.

It is stated in the article that there was a petition calling for her resignation after the dog-napping incident, so the mayor resigned (in February).

Just a terrible thing to do to someone....even if you think there is abuse. There is really no excuse for this and especially from an elected official. Someone of the caliber should be someone the public trusts--not a theif and a liar! Just horrible. The mayor should have resigned--so at least she did the right thing in the end.

Well if she thought the dog was being neglected she went about it in the wrong way. I can't blame her though I see animals constantly who's owners don't care for them properly...such as back yard dogs or chained dogs. It's not fair for the animal, and I wish there was a way to combat this type of neglect in a positive way.

I agree with most she handled the situation badly. As a result if Puddles was neglected he is back in the hands of the people who neglected him. She as not solved his problem she has only added to her own.

This is so wrong. She could have done things differently.
 
I realize that she was trying to do what she felt was best for the dog. At the same time, she didn't go about in the right way. What she should have done was go to the police station and show them the dog. Then they could have filed animal cruelty charges against his original owners. Either way, it is a sad situation. I just hope that Puddles is getting better care now than he did before.

Her heart may have been in the right place, but the method was less than appropriate. I hope Puddles is doing better now. I'm sure he's more than a little confused being bounced from place to place.
 
There are plenty of dogs in the world to rescue and I am sure she could have went to her local animal shelter and found one in just as bad a shape if she truly wanted to rescue a dog.

I remember the original story and it was sad.The owner's claim how much they love their dog,and yet rather than seek medical help ,they were on their way for Vacation,and leaving this very ill pooch behind without a second thought.
The Mayor reacted with clouded judgment. She lost all rational thought and reacted from the heart.All thoughts were placed on the abused dog and how to keep it from ever happening again,and unfortunately,she used poor judgment,which then made her the bad guy.Some people truly love animals and react impulsively,and that's what she did.If she would have been the waitress at Joe's Diner,no one would have ever heard about this.It's sad because all she was trying to do was save this poor animal,but the Law is the Law and everyone needs to abide by it.

I agree with you. But so many times the system ignores all the facts and returns the poor animal to the abusers because it is their "PROPERTY" I see many poor dogs tied out in a yard and wonder if they have water, shelter, etc, but don't dare take action because I know I would be in the wrong, tresspassing, etc. Even when reported, the humane society takes weeks to respond, give numorous warnings and are not usually taken seriously in my area. I know she did wrong, but understand her feelings. Her career is ruined, I think she has been punished quite enough for her poor judgement.

I agree, it is absolutely heartbreaking to see an animal negelected...you're also right about, with her position in the city, she should've been able to use the correct judgement and take the correct actions in order to help Puddles/ Panchito. You're absolutely right.

This one was a tough case...in a way you can understand why she did waht she did, BUT the way she chose to 'help' the dog wasn't right. There are some alternative actions that could've been taken, that could've still helped the dog. I think the punishment was fair, and hopefully Puddles/ Panchito, can have a normal life again. Poor little guy.
 
True. And she of all people should know what actions to take. Poor doggie :( it breaks my heart that someone could neglect an animal like that.

This is so sad and hard to believe.
 
I probably would have done the same thing to protect the dog. It was the right thing to do.
 
I would have too, but being a mayor she should have known the correct and lawful actions to take. She should have filed an animal abuse complaint. Its tough though, I can see where she would be tempted to rescue the animal herself.

For the family to have believed that the dog would suddenly die is suspect, but the implementation of the rescue was wrong. Without proof or documentation of neglect it's impossible to keep the original owner from reclaiming the dog.

I feel the same as I did when this story first came out. The mayor had her heart in the correct place. However she took the incorrect actions. If the owners believed the dog died that tells you how sick it was. As I recall it was deathly ill, under the house, flea ridden and half starved with no water. While the family was away. They didn't deserve a dog. THe mayor should have filed cruelty charges etc. She acted on emotion I feel. It was sad for all involved. Especially the dog. It was/is a no win situation.

Poor Puddles! The mayor's heart certainly was in the right place. Unfortunately when you don't go about things the right way, often the wrong people win and now poor Puddles will pay the price! I hope the ASPCA keeps an eye on this one and gets her out at the first sign of neglect!

I would think that a city official would have known how to file a complaint against the neighbors for neglect or failure to provide medical care if the dog was really in such bad condition. Her choice of action makes her assertion that the dog was sick sound very suspicious.
 
I sure hope the little pooch wasn't abused or neglected especially since it has been returned to its original owners.
 
Strange story. How did she think she would get away with it? The dog was so sick when the family left that they actually believed it died and didn't question it? Was it sick because of neglect? Did she really think she was saving the dog's life?
 
that probably ruined her whole career. i dont know how she thought she was doing the right thing and was going to get away with it
