Ky Shelters Not Meeting State Standards

SECAUCAUS, N.J. – An investigative report from a Kentucky news station has revealed that a number of state counties have not met the requirements of a law pertaining to animal shelters.

In 2004, WKLY revealed county shelters were in disrepair. Public outcry led to a legislative measure aimed at providing building requirements. The ordinance passed giving shelters until July of 2007 to comply.

The main element of ordinance 258.119 states shelters must, “Provide holding areas with protection from the weather, including heated quarters during cold weather. Holding areas shall be free of debris or standing water...”

The time limit set by the law has `passed, and upon revisiting the shelters, it's clear that little has changed. The Rowan County shelter facility in Morehead was the worst. Located on a flood plain, the building is ill equipped to handle inclement weather. In fact following a recent flood, all the animals had to be evacuated.

Images depicting the shelter show backed-up sewage flowing into kennels, lack of rain shelter and open passages between indoor and outdoor enclosures – allowing the weather to come right in.

The building itself was nearly destroyed by the rising waters. Animal warden Jimmy Hale said the damage was severe enough to deem the structure unsafe. But without housing alternatives, there is nowhere for the animals to go.

State financial support is available, but only if the requirements of statute 258.119 are met.

For now, it's volunteers' dedication that keeps the state's shelters running. In Rowan County's case, they cleaned up in the aftermath, even bleaching the shelter to make it sanitary again – even though it was still structurally unsafe.

It's really too bad that this has become the volunteers problem. Very unfortunate how many counties do not support their local shelters and leave it up to volunteers, donors, etc. This isn't right.

This is so sad to read!! As Kentuckians, we need to step up and raise funds and do whatever it takes to help these poor animals. They are the ones truly suffering and we need to help out in whatever way we can!!

this is very sad t ohear i live in kentucky and my humane society is not the biggest or the newest but i believe it does a very good job of providing a home for our friends until a home is found for them that is why i am calling on all pet ownersto support our wc bg animal shelter and pray for funding to make improvements so much money is waisted in goverment so why not help our pets and friends thank you to all who work at the shelter

They will have to depend on the communities to help get them fixed up so they can get the state funding. It's really the only choice they have if they care about the animals!

Sounds like a great law with good standards, but I wonder how many shelters shut down leaving more animals out on the street because they could not afford the remodel.

How sad is this story for all involved. Let's be realistic people in most of this country animals are not given much consideration so this report should not shock us but make us mad enough to push for tougher legislation with regaurds to the housing and care of all animals.

If they don't have enough money to reach the requirements for the financial support then how can they ever improve? That is a tricky situation for the poor shelter that could be given financial support to reach the requirements and then everyone would be satisfied.

The public needs to come together and get in there and help the shelters. So many times the ones that grumble the loudest do nothing. If the public would all pitch in they could make such a world of difference.

If the public is so worried about the shelter, why haven't they helped in fixing it up? I am not saying I support the shelters neglect, but I also understand it is very hard to keep a shelter updated and upkept.

Hopefully in the near future legislation will afford monies for animals. We all need to band together and make Washington realize that our animals are in trouble.

I really don't understand part of this story. How easy for legislators to pass laws requiring certain standards be met. i don't see any where that they have given the funding to enable these people to comply. What's the penalty for non-compliance because they simply cannot comply? Shut the shelters? Yea, that makes sense....NOT! Certainly the people running the shelters want to what's right. Give them the support and financial backing they need to do the job humanely.

I hope someone steps in so the animals have adequate care and protection. Are there any animal lovers in Rowan County to help those poor animals. Maybe the state can help out and then make sure it meets the requirements on a regular basis.

What a sad story. The state should step in such an emergency situation and help the shelter get back on its feet -- and then demand accountability for future funding.

The shelters badly need financial support so that the right kind of changes can be made ~ and it sounds like that means rebuilding. Those poor animals ~ what terrible conditions!!

What horrible conditions for those animals. Why is it that people seem to have no common sense anymore? Thank God for the volunteers dedication. They have the animals needs at heart. God Bless them!

There are plenty of county dollars wasted on other ventures, WHY aren't they helping to pay for decent facilities for these animals??

The sadest part of this is that there is no where else for the animals to go. I hope some of these facilities are here at Zootoo publicizing their need and participating inthe make over.

I bet they don't treat their horses this way in Kentucky--home of the Kentucky Derby! Our shelter was a disaster until Pets Without Parents took over, but it wans't this bed. PWP has proved that dedicated volunteers can change things, and hopefully not only volunteers but monetary donors will step forward here.

if the state was financing it then they should close it down if they don't have any part of it they should stay out of it. these are people who are trying to do good saving animals.

I wish we could do something about all these animals. If people would just get their cats and dogs spayed and neutered we wouldn't have these issues
