Inmates Come to Animal Shelter's Rescue

ST. CLOUD, Fla. -- With a sour economy and a shrinking budget, one Central Florida county has come up with a novel way to keep its animal shelter open and running smoothly.

That’s because Osceola County has looked to its jail for help.

“Without them, it would almost be impossible,” Assistant Veterinary Technician Vickie Dryer said. “They have assisted us in so many areas we couldn’t do alone.”

The inmates work all day at Osceola County Animal Control, doing everything from cleaning cages to refilling water bowls.

“It makes me feel good to give them clean water and food every day,” inmate Michael Betancourt said.

“The biggest thing is taking care of the animals, the cleaning, also exercising them, giving them a lot of human companionship and contact,” Dryer said.

The program has been in operation since the end of August after the county made massive budget cuts, including at animal control. Without the help of the inmates the shelter might have closed.

“By doing this, we have been able to not only get the inmates occupied into something positive but at the same time make sure that the animals are getting the treatment that they deserve,” Osceola County Chairman John Quinones said.

The program is voluntary and all the inmates are non-violent offenders. For every 30 days they serve, they get five days taken off their sentences. In addition, they’re happy to be outside and working with the animals.

“It’s been a real good experience,” inmate Benjamin Stallman said. “I’ll wake up at 4 a.m. and want to come out here and clean up after the dogs. I mean, they’re all sweetheart dogs.”

Osceola County residents are also supportive of the program.

“It gives them something to do and give back to the community,” said resident Carlos Hernandez. “And I’m sure the shelter can use all the help they can.”

As the economy continues to limp along, county officials say their program could become a trend across the country.

As we continue to see the economic situation the way it is that you are going to have to have creative methods in government to save money but at the same time provide a level of service the citizens deserve,” Quinones said.

In the end, proponents say the program works because it succeeds on many levels, not just economically.

“I would describe it as a win-win situation for the animals, for the inmates as well as our shelter and continue to be a service to the public,” Dryer said.

Osceola county officials say the county is saving one hundred thousand dollars a year with the program and they plan to continue it indefinitely.

This is amazing and shows how positive things can come out of bad situations. I bet some of these inmates upon their release might go into jobs in the pet industry or continue to volunteer at shelters.

Maybe a large organization can send information so many more inmates can make use of their time and help these pathetic animals. Someone should organize this and not just let it drop. How tragic would that be!!

What a great idea. The experience for the inmates and animals is surely a "win-win" situation. Both juvenile and adult offenders can benefit from this program and taxpayers too.

Excellent and winning program! Locally, we use trustees to do some odd and end work at the shelter, such as painting the kennels and office, but I'd like to see us have them do even more, be even more integrated and affiliated such as this program does.

As the lady said in the video - it's a win-win situation, working on so many levels (not just economically).

Kudos to all involved! This is certainly a role-model program for the rest of us.

This is a great idea. I live in Ca. Where Our Govenor, "Arnold" Just signed a law that lets shelters kill dogs and cats after only 3 days. This is to save money. "HEY ARNOLD!" "Heres your answer!"

That's heartbreaking! And as shown in this article, unnecessary. Do *please* make your voice heard to your governor. You're definitely on the right track here by suggesting to him this option.

This needs to be done for every shelter & jail. As long as the prisoners aren't animal abusers, this type of thing is beneficial to both prisoner & animal!

This could happen in MANY communities. Please, someone, some large organization, take note, keep the momentum going in other states, too! Thank you for the compassion of everyone involved. This is very good news for animals.

I think this is great they are doing this....I have heard of inmates helping with animals before, and I think it benefits both the animals and the inmates..

Our Sherriff does this too and it's awesome! Since the inmates basically are supported via taxes and taxpayer dollars what a way to give back and keeping the animals healthy, well fed, and exercised in a social environment with humans is good. After hurricanes he has had some of them with contractor experience to help rebuild public areas that would have otherwise gone left unattended like parks and stuff and the public needs somewhere to take their kids for a good time like that. Such a wonderful win-win situation for all!

I wish that the shelter in my area would do this. I just moved from the Memphis, TN area, and the Memphis Humane Society participated in this type of program for juevenile youths. I got to witness them personally doing their jobs when my daughter and I were adopting our 2nd cat about a year and a half ago. To see them handle the dogs with gentleness and to be able to ask them questions and have them answer back was truly a great experience. Because they were young, it was nice to see them have something that will give them a second chance..

Our shelter had inmates volunteering their time out at the shelter for many years. But last summer, I think something happened and the inmates are a thing of the past. Personally I thought it was a good idea. For many reasons, mainly the inmates and the animals.

You're so right D! I would like to see animal offenders have to do it though! Wouldn't it make sense that they would have to help rehabilitate as many animals as they harmed and then some?

This is a real good idea...giving the inmates a chance to give back to the community. Shelters give unwanted animals a chance in life and if using inmates is helping them stay open the better, it also give inmates a chance to care for something and keep them out of trouble and at the end we all win!!!!!!!!!

It looks like with the older inmates it is a positive thing. We used kids serving community service and they were a lot of work to watch them stay on task so we didn't enjoy them very much. I am happy this is a good thing for everyone and the pets.

Definitely an idea worth exploring. As long as they are non violent offenders, I'm all for it! I think the animals will bring out the goodness in the prisoners hearts. Animals have a way of touching people that can't be described.

I think prisons only use inmates who are close to the end of their sentences too. They don't want to blow their release by causing problems.

I think this an idea whose time has come. The animals are cared for; the inmates are doing something useful for society and maybe even learning some new skills.

I agree. During the flood of '93, inmates from the local prison helped sandbag to save the community. They were happy to get a "taste of freedom" even for just a few hours. Several of them said sandwiches even tasted better "on the outside". It gives you a different perspective working alongside some of these people and makes you realize that not everyone who is incarcerated is necessarily evil.

I love this idea. It's amazing how much money is saved on top of the fact that so many animals are being helped. It also makes me wonder how many of the inmates will continue to help at shelters once they are released.

This was a referendum on our ballots yesterday when we voted in NY; that prisoners could do a work release program for non-profits. It certainly is a win-win situation, and who knows, maybe once they are not prisoners anymore they might continue to do their volunteer work. Animals have a way of bringing out the best in people most of the time.

the idea of our prison system is to rehabilitate but do to over crowding not much of that happens. this is a great way to do that.

exactly...and i think both animals and the inmates get what they both deserve: love, care and companionship for the animals; satisfaction to have helped, self-worth and something good to look forward to everyday for the inmates..:)

another plus points are the economical advantage because the inmates don't need to get paid and the fact that the animal shelter will remain open for abandoned and injured animals..

whatever the angle, win-win-win-win!!!

Sounds like a good idea--plus it might help some of the prisoners as well. They might be able to relate to these animals better than anyone else and realize there is a better life out there than a life of crime. They may develop a self-worth.

The puppy one of them is playing with thru the kennel door in the middle of the video is so adorable.
And at the beginning of the video the shepherd dog that is pawing and licking him thru the door... ugh... so sad. They just want love.

This is awesome. Giving them a job that helps bring out their compassion. Its a great way to help misguided prisoners and help dogs get care and attention.
