Horse Tripping Bill Passes AZ House

PHOENIX – Arizona is one step closer to joining a handful of states that have banned horse tripping, a Mexican-style rodeo event.

The bill, HB 2539, passed unanimously through the House of Representatives’ Water and Agriculture Committee, Thursday, Feb. 7.

According to Representative Kyrsten Sinema (D-Dis.15), the primary sponsor of the legislation, “there still is a lot of work to do before it passes the legislature and gets sent to the Governor.”

Horse tripping involves cowboys forcing a horse into a full gallop. Once up to speed, another horseman lassoes the front or hind legs of the horse, causing it to trip forward at full force.

From the fall, horses often suffer serious and even fatal injuries, including lacerations, broken knees, necks and shoulders, as well as spinal injuries.

“In many cases, the horse is put down or dies of these injuries,” Sinema said.

Arizona is the last southwestern state to ban the rodeo event. As a result, there has been an increase in rodeos featuring it.

“After California, New Mexico and Texas outlawed the practice of horse tripping, it leaves only Arizona amongst the Southwest states allowing this,” Sinema said. “This means that more charro-style rodeos have come to Arizona to engage in these activities.”

But under the proposal, tripping an equine for sport or entertainment would be punishable at a misdemeanor level. If convicted, the accused would face up too six months in jail and made to pay fines up to $2,500.

The proposed bill also establishes sentencing guidelines for second and third-time offenses.

Currently, California, Florida, Illinois, Maine, New Mexico, Oklahoma and Texas are the only states to have banned it. But Nevada, Wyoming, Colorado and Nebraska are also considering legislation this session.

Horse tripping is not a standard ranching practice anywhere in the U.S., nor is it sanctioned by any American-style rodeo association, such as the Professional Rodeo Cowboys Association or International Professional Rodeo Association.

For more than 50 years, the movie and TV industries in the United States have banned airing footage of horse tripping.

But this is where the controversy begins. The Charro Federation publicly stated that experienced charros, the Mexican equivalence of American cowboys, know how to trip a horse without hurting it.

However, the trouble is the delicate bone and muscular alignment of a horse. While many rodeo and charreada events can be considered rough on animals, the structure of most livestock, such as bovines, is a lot hardier than equines.

A horse’s legs can be compared to a human’s legs in the structure of its ankle and hoof. For this reason, if a horse goes lame it will often have to be put down. A cow on the other hand, can be lame and live a long life without complications.

While the humaneness of wrangling can be debated, it is still a practical technique used on many ranches today. Horse tripping, on the other hand is not, and purely serves as a form of entertainment.

The event is unique to the history and culture of charreadas, which originated in 16th century Spain and quickly spread to New Spain, or Mexico. Charreadas include many other cultural events such as parades, costumes, music and riding competitions.

In the 1970s, charreadas first began in the United States as the result of Mexican Americans looking to connect with their identity and stay culturally connected Mexico.

Since so much of charreadas has to do with heritage and family, Hispanic communities often argue that horse tripping events are an important part of their history and should not be banned.

I could make many many comments here, but I won't. Suffice it to say, if this kind of event is part of your heritage, perhaps you should make it a new part of your heritage to get rid of it. Slavery was part of the US's heritage. That doesn't make it right.

This is something I have not heard about in a while, I am a rodeo enthusiast and never ever have seen this event happen, I do not agree with it and do hope it is banned

How could any human find this exceptable is beyond my grasp. I for the life of me do not understand the Mexican culture these people are just sick.I am not saying the whole culture because I have a wonderful Mexican freind whom does not find this anything but cruel. I have to wonder are these people that uneducated and stupid enough that they find this entertaining. but we also have to remember this is the same culture that find putting a bull in a pen and stabbing it with spears entertainment.Also for those who don't know at the mexican slaughter plant they stabbs horses and process them while they are still alive. I personally will not spend a cent of my money in Mexico. Also I try not to purchase then made there (very hard to do)

I hope all the states ban this. Any sport that involves an animal getting hurt should not be allowed. I think it is mean to put a horse in this situation in the first place.

I just don't like rodeos, they are so cruel and the animals are turned into objects for the entertainment of us humans. I think it's great they are trying to ban horse tripping.

What goes on in a person's head where they would find this entertaining? I guess it isn't really so surprising, though, considering the popularity of sadistic movies, etc.

I guess that's true......the biggest money making movies are sickeningly violent and the TV series look like they are in a huge contest to see who can think up the most horrifying stories. Even popular music glorifies rape, etc. So I shouldn't feel so surprised that people are so desensitized.

I have to laugh at how horrifying we think the ancient Roman gladiators were, or the Aztecs sacrificing other humans to the gods and eating their hearts!

It never cesed to amaze me just how sick people can be. Seriously, what is going on inside a persons head when they come up with this idea. worse yet, what kind of sick son of a bitch watches this and doesnt vomit. Ill tell you what kind of people, sociopaths thats who. people who participate in such activities or even condone them are as likely to be cruel to humans as they are to animals. just sick.

From what I've read, this sounds similar to the thing they used to do in making western movies in the old days. They would have the horse's leg tied and when he was made to gallop and reached the end of the rope, it would produce a dramatic fall. Guess what? It was outlawed because of the cruelty.

As for the heritage aspect of this debate, some cultures marry girls off as pre-adolescents or conduct female "castration" prior to marriage, but these practices are illegal. Oh, and didn't the Aztecs sacrifice human and cut their hearts out?

It's appalling that anyone could find this a pleasurable sport. I'm surprised that I haven't heard of this before. Is it any more acceptable than dog-fighting? Wake up and try to get civilized!

Stupid and NOT entertaining! Some parts of people's cultures should be forever laid to rest. Humans have the ability to communicate in speech, art, and writing. We don't need to demonstrate cruelty and give it a place of honor in our memories. Write it down as part of history and chalk it up as bad judgment to be learned from. Future generations should be progressing, not regressing into barbarianism.

I've heard of this but thought it was only practiced in Mexico. I never realized the US

just my opinion but, PHOENIX – Arizona isn't that one of the areas' that says we live lift to the fullest. peace and harmony, etc. I guess that does not include the poor animals!!!

You know, some cultures traditions involve human sacrifice or cannibalism & we frown on that now don't we. So how is this kind of inhumane, sickening treatment considered ok by anybody. Traditions or not, anyone that supports this should be locked away for life. If it's from Mexico, then take it back because we don't want it.
