NEW ZEALAND – The owners of a poodle were forced to pay a hefty fine for the return of their pet which was found wandering through the neighborhood.

Sandra Tudman found the 9-year-old poodle, took it to her house and called the city council. She gave them the dog’s ID number and she was told that a ranger would pick up the dog and take it to a shelter.

Hours later, a ranger arrived at Tudman’s residence and said that the owner was contacted and the dog would be returned home instead of a shelter.

According to the Manukau city council’s Web site, there is an annual fee of $120 for owning a dog, which can be reduced by having the dog spayed or neutered.

The $340 fee included a $40 first-time impounding fee and a $300 infringement fee for the dog getting loose, fees that are clearly stated on the Web site,www.manukau.gov

According to Manukau city officials, the fines are based on national standards and cover staff wages.

The council says that it would not be fair to taxpayers to cover the cost of something that is not their problem. That explains why fines are so high and why it is important to keep a close eye on your dog.

Wow. I'm glad I don't live there. Even pets from responsible owners can slip out. You'd think they be glad to have good homes for pets instead of fining owners out of pet ownership. Way too steep.

With all the fees it would take responsible people to own a pet there. It could be a good thing with the neutering but what about a not so well to de person that would want a pet.

Maybe this would be an incentive for people to take better care of their pets. If you don't want to be responsible for them, don't get them!!

How many people are going to pay these hefty fines? I agree that the income is needed to pay salaries, etc., and that people should be more responsible for their pets, but outrageous fines are just going to keep some people from reclaiming their pets.

Hummmm.........maybe this kind of fee system would work for the benefit of animals in our country!! It REALLY isn't fair to tax-payers to have to pay for someone else's irresponsibility, but that's what happens routinely here. And I like the fact that the fees are different for unaltered or altered animals!

Yes, it's a lot of money but ignorance of the law is no defense. My hope is that the stiff fine will make dog owners very conscientious about their pets and that it brings about a higher level of responsibility.

I don't feel like this is a high price at all. They are very lucky that their dog was found unharmed. The dog should be spayed or neutered anyway.

I'd pay it to get my dog back! It is only fair that people who don't own pets shouldn't have to pay for those of us who do!

It's a high fine, but let's hope it makes people more responsbile about confining their pets.

Even with a fence yard and enclosed patio our babies have been known to get loose but we don't stop hunting for them until we get them back home and NOW. I couldn't stand for one of them to be wandering the neighborhood, something could happen to them and yes I'd pay the fine to get them back.

I would pay but wouldn' be happy I'm sure it was an accident that this dog was roaming around. thats quiet a bit to pay

Well too bad. The fees are the fees. What was a 9 year-old poodle doing wandering the streets of the neighborhood. The dog's family is lucky that ms. Tudman found it. Even if they aren't generally irresponsible, pet owners have to be careful that their pets are where they should be all the time.

High fee, but maybe it will send the owners a pretty clear message. I wish this was the case in many more places. People might think twice before leaving their dog in the yard or letting them off-leash.

Good that they encourage spaying & neutering by reduced fees. Sounds like a little incentive. I guess the fees go towards paying wages for people that have to pick up strays. At least it is not all put on the taxpayers. Pet owners have to be responsible for their pets.

The fine is high, but I guess it is an incentive to make sure your dog is always safely confined.

Yes but things do happen - I know. I would hate to think that I couldn't get my dog back because I didn't have that much money on that particular day. I would have to steal it from somewhere!! I couldn't know where they were and not get them.

im on the fence with this one i kinda agree with both sides you should be responsible for your pets but like someone said earlier this may discourage a person from picking up their pet if it did by accident get out because the fees are so high sounds like they need to come up with a better solution for the sake of the animals .

wow if i lived there with a pet, i would do anything i could to make sure that it did not run away, i would not want to pay all those fines and fees to get it back

Just because a fee is on a web site doesn't make it right. All that does is encourage owners to not claim their pets when they are lost because they can't afford the fee. Then it really becomes the city's problem.

Fees like this wouldn't be necessary if there weren't so many stray animals needing care. This should encourage people to be more responsible.
