Displaced Animals Given Continued Care

PINELLAS COUNTY, Fla. -- When Carol Nostrand was in between homes, she faced a bigger decision than the cost of rent. The friend’s home where she was temporarily staying did not have a fence. That meant “her baby,” Raven, which she adopted from the SPCA four years ago, couldn’t stay with the family.

“I would have had to put her up for adoption, and that really wasn’t an option for me because my dog is my life,” Nostrand said.

Fortunately, instead of returning to the local SPCA, Raven went to the Pinellas County Humane Society and stayed, for free, under its continued care program. The program helps owners who find themselves temporarily unable to care for their pet, but don’t want to give it up or give it away.

“Everybody has bumps in the road of life,” said Twila Cole, Humane Society of Pinellas County spokeswoman. “That’s the way it goes. Some people can handle it on their own, others need assistance. And we’re here to take on the task of pets so it’s one less thing they have to worry about until they get their own life back in order.”

Illness, family crisis and financial hardship are among the reasons owners find themselves taking advantage of this program, which is funded entirely through the generosity of the community. Continued care animals are kept in a separate area in the facility than other animals, so there’s no mistake which animals are up for adoption, and which ones have homes to return to.

During a recent visit, four dogs and a cat were enjoying shelter, food, water, grooming, and for some, medical care, until their owners can pick them up. Among the reasons for their stay: one family was dealing with the crisis of their son being abducted, another owner was caring for an elderly parent, and another was committed to a mental health facility.

The typical stay for continued care is 30 days. Nostrand remembers that time, and the difficulty in abiding to one of the rules: not visiting the pet, so it doesn’t become confused as to why it’s not going home with the owner.

“I was worried about her,” Nostrand admitted. “So I called frequently to check up on her.”

In the past two years, the program has taken in 45 animals. Dogs outnumber cats four-to-one. The goal, of course, is to keep families together. Cole calls accomplishing that, “perfect.”

“It’s the happiest day ever, when an owner is able to come back and take pets home. It’s the happiest. That’s what we’re here for,” Cole said.

For Nostrand and Raven, reuniting was a thrilling day, so was returning to a new home, complete with a big fenced in yard -- where Raven has made her own “special spot” under a jungle gym slide.

Nostrand said the peace of mind the program brought her allowed her to take care of the other stressful details of the move.

“I really did know my dog was in really good hands,” she said.

This is such a wonderful idea if the shelter/humane society has the extra room and monies to do this. So many owners face painful situations and don't want to surrender their pets for good but don't know of any options. I hope more programs like this pop up around the country, especially during this housing/foreclosure crisis when so many pet owners are giving up or abandoning their pets because they have no where to turn to for help.

i cared for a displaced lab mix and his two cat brothers for over a month last winter while their mom tried to find a new place to live. it was a very difficult time for her, and i was amazed at how grateful she was to me. we still talk every once in a while, and it warms my heart to know that i did this same thing for someone in my community. i would do it again in a heartbeat.

I know the beagle rescue I work with has done this type of thing in the past. I think it's great that a shelter has space to facilitate this type of program.

How wonderful. I've had to give up animals in the past, because of temporary conditions. I would have used a program like that. It's heartbreaking to have to give up your babies when you really want to keep them, but the situation at the time is out of your hands.

I would hope that when people get back on their feet, they will give back to their shelter, either monetarily or by volunteering.

That is a wonderful program not only for the pet but for the owner. I wish there were more like that around. It keeps many owners from having to give up their beloved pets.

This is wonderful....Everyone gets in a bind at one time or another and to see there are shelters out there that will help out for a little while is great. :)

This is a great idea! I recently "babysat" a little chihuahua through our shelter for a man who was going through a divorce and found himself temporarily homeless. I had the dog for about four weeks and when the man was settled in a place of his own, he reunited with his dog. They were both very happy. It was a good situation.

I think this is a great idea! It gives people who are down on their luck a chance to get back on their feet without having to give up their pets! I hope that other shelters around the country consider doing something like this.

It would be nice to know that if I needed help with my dogs untill I got on my feet that someone would help, I hope we could get this in every city/county shelter.

great program and all shelters should look at the concept. Not all people are in financial distress and some may be able to pay for the service at reasonable rates which would help the shelters.

I didn't know there were programs such as this around, but then, I probably wouldn't until I needed it! This is a wonderful opportunity for temporary care during a personal crisis, although we all hope it will never be needed. It makes me think that we all need to create that "emergency pet plan" to cover a variety of potential situations.

I have several options for a pet emergency plan. Everyone needs one! I also put some money away to pay for vet bills and the like...even a few buck here and there would do a world of good someday. That way we have some resources if the need ever arises.

I think that is a great program. It is a much better alternative than having to give a pet up for adoption to another family.

What a great program! So many times people don't know what to do or where to turn when unforseen circumstances prevent them from staying with their pet. This is a much better solution than just putting the pet up for adoption. And in the end everyone is happy. I love happy endings.

I think this is an amazing program. All humane societies should have a program like this but I know that funds are short for most so that could be difficult.

interesting program but the family they choses to feature for it is not a good one if you don't have a yard here is an Idea TAKE YOUR DOG ON A WALK! a yard is not needed if you take the time to walk or run with them. I also worrie about the pets going shelter crazy during 30days it not like they have a yard to play in at the shelter or get much in the way of exhersize

The family she was staying with might not have wanted the dog in their house or might not have been allowed to have an animal inside if it was a rental.

I'm a little confused...why couldn't she keep the dog because there wasn't a fence..so what! Does EVERYONE have a fence?? She could have put the dog on a chain, and walked him. No? I am impressed with the fact that Humane Society has such a program though.

Folks could agree to foster to provide this type of service in your area...most shelters just don't have the space and funding. That shouldn't stop others from stepping up and offering a similar option through foster care programs.

We did this for a friend, we kept her 2 dogs till she could get moved,settled. I guess she is still moving we have had them for 4 years.

This seemes like a wonderful program to help owners get care for their pets during a crisis. This could help people who love their pets and want to keep them but just need a temorary place for the pet to stay during a difficult time. But I don't understand why they don't think that owners should be allowed to visit. I would think that visiting might be benficial to some animals, especially those who miss their owners.
