Displaced Animals Given Continued Care

PINELLAS COUNTY, Fla. -- When Carol Nostrand was in between homes, she faced a bigger decision than the cost of rent. The friend’s home where she was temporarily staying did not have a fence. That meant “her baby,” Raven, which she adopted from the SPCA four years ago, couldn’t stay with the family.

“I would have had to put her up for adoption, and that really wasn’t an option for me because my dog is my life,” Nostrand said.

Fortunately, instead of returning to the local SPCA, Raven went to the Pinellas County Humane Society and stayed, for free, under its continued care program. The program helps owners who find themselves temporarily unable to care for their pet, but don’t want to give it up or give it away.

“Everybody has bumps in the road of life,” said Twila Cole, Humane Society of Pinellas County spokeswoman. “That’s the way it goes. Some people can handle it on their own, others need assistance. And we’re here to take on the task of pets so it’s one less thing they have to worry about until they get their own life back in order.”

Illness, family crisis and financial hardship are among the reasons owners find themselves taking advantage of this program, which is funded entirely through the generosity of the community. Continued care animals are kept in a separate area in the facility than other animals, so there’s no mistake which animals are up for adoption, and which ones have homes to return to.

During a recent visit, four dogs and a cat were enjoying shelter, food, water, grooming, and for some, medical care, until their owners can pick them up. Among the reasons for their stay: one family was dealing with the crisis of their son being abducted, another owner was caring for an elderly parent, and another was committed to a mental health facility.

The typical stay for continued care is 30 days. Nostrand remembers that time, and the difficulty in abiding to one of the rules: not visiting the pet, so it doesn’t become confused as to why it’s not going home with the owner.

“I was worried about her,” Nostrand admitted. “So I called frequently to check up on her.”

In the past two years, the program has taken in 45 animals. Dogs outnumber cats four-to-one. The goal, of course, is to keep families together. Cole calls accomplishing that, “perfect.”

“It’s the happiest day ever, when an owner is able to come back and take pets home. It’s the happiest. That’s what we’re here for,” Cole said.

For Nostrand and Raven, reuniting was a thrilling day, so was returning to a new home, complete with a big fenced in yard -- where Raven has made her own “special spot” under a jungle gym slide.

Nostrand said the peace of mind the program brought her allowed her to take care of the other stressful details of the move.

“I really did know my dog was in really good hands,” she said.

Good program but....I don't get why she thought she had to give up her dog? Just because they didn't have a fence, could she not walk the dog? I can understand if the place didn't take animals but the article does not indicate this. Just not understanding this particular woman's issue.

Wonderful story! Great to hear that she did not have to give up her buddy, Raven. This is a great story to send on to our local shelters, to help other people in the same situation. I would be in deep caca if I suddenly became homeless again, like after the hurricanes in '04. I have 5 cats and 2 dogs and would not leave them during the hurricane!! Stayed in a shed for 4 days! Shelter couldn't take any animals in! Not their fault! Just glad both stories had a happy ending!

With so many people abandoning their pets when they move or lose their homes, this is a great alternative. More areas should have a program like this.

As the economy changes, I see more and more individuals needing this service. I wish all shelters had the space to add this type of program. We do "board" or find foster homes. when we can, but I would love to see a dedicated program such as this.

i never knew there were programs like this. this could really make a difference for some people. wow. i can't imagine not seeing my babies for 30 days if it came to that knowing they were so close. i understand why it must be that way but that would really get me motivated to find the right place!

I'm glad a program like this exists. But the lady in the story was going to have to give up her dog because her friends house didn't have a fence?! How about WALKING YOUR DOG! People here in the city do it all the time-there are no yards.

People can be so dense I swear. At least she didn't have to give up her dog-and what a dumb reason that would have been.

What a great idea! I wonder if more Humane Socieities across the country offer services like these. Everyone runs across hard times at some point and no one ever wants to give up an animal just because of hardships, this is a great alternative.

What a wonderful program! Would love to see more of this available across the nation, especially as we are looking at a more difficult time ahead for employment and finances for many more people.

this is a great idea! but do the people keeping the animals there pay for the food and supplies while they are there? and can they visit them? and do they do some sort of interview to make sure that they are good people before they take them in to make sure that they will be coming back to get them?

Wow - this is a fabulous idea! We see many animals abandoned simply because their families cannot take them with them in emergency situations.

That is a wonderful program. I normally board my pets with my vet. It doesn't cost that much and they receive the love and attention of those who care for them when we visit the vet.

There are so many people that find themselves in that position, I am glad someone has found a way to lessen the burden and help these people get back on track.

Well that's nice. I offered to pay our local humane society to keep our dog for two days because we needed to visit my mom. They said it wouldn't be good for the dog as he might pick something up from the strays and they wouldn't do it. I had to pay a neighbor to take care of him and then worry that he'd get out. Needless to say we ended up coming back that night instead of staying over and its a four hour drive

What a great program!! In my many visits to shelters around town, my heart drops a little more for the poor little animals have descriptions like, 'owner can't care for now due to illness, etc,' It makes me sad knowing that because of a temporary hardship, some people feel that surrender to a shelter is their only option, and in some cases it is for that person, but to see a program like that could be revolutionary in many communities.

What a great program. At least it gives these people a chance to accuire a situation where they can get their pets back. Any pet owner knows that they become like your children, it must be devastaing to give them up forever and walk away. Bravo!

Inspiring story ... I applaud the PCHS for their actions and forethought and for being able to offer this great opportunity to pet owners. Unfortunately there are not many shelters that can afford to do something like this even on a small scale - vet costs and care of animals alone tax the shelters finances. However, maybe shelters could set up specific funds targeting programs such as these - and people could choose to donate to those specific funds for this type of care.

I think that this is a great program and wish that all humane societies could afford to do the same thing in all communities! I know this had to take a huge load off of Carol's mind! She knew her pet was ok and she was able to face the task of moving head on. Raven got a little vacation then got to go home! What a great ending to a great story!

I think its wonderful that there is help out there for what ever the situation. Our area doesn't have a place like that, at least that i'm aware of. but how wonderful for raven.

What a nice, nice story. The work these people are doing for these animals is amazing. Taking care of somebody's precious family member until they get back on their feet is the kindest gift you can give. Without this program I am sure some of these pet owners would have been forced to surrender valued family members. Keep up the GREAT work, PCHS!

This is a wonderful program. I wish more states and facilities had this option. I recently picked up a pet that was boarded at the vet for a lady who was hospitalized and her bill was $167.00 for a little less than 2 weeks. Many people cannot afford that option. I boarded my dog at the shelter one time, when she was in heat and I didn't want her to have puppies, prior to having her fixed. The shelter was cheaper than the vet for boarding costs. There just aren't many places that give free boarding under whatever circumstances.

GREAT IDEA!Been there and could have used that!I had to do it the hard way,however.Farm went for sheriffs sale after a nasty divorce.Was homeless for about a month until I found home that would allow my "kids".Local shelter charged me to surrender my animals;they were put up for adoption.When I returned only 2 out of 5 were still there.I then had to pay AGAIN to adopt them back.

It's wonderful to hear about these sort of programs,that could help in times of need.
I know that when bad situations appear in my life, my first thoughts are with all my pets and what will happen to them,not for me.
It's just a shame that it all comes down to money.Most shelters have neither the room,the staff,nor the funds to initiate all these wonderful causes.
We sure could use a lot more people like Bill Gates for philanthropic funding,that's for sure!!!!

what a good idea! I have hurd recently about the shelters overflowing because of people being unable to stay in their houses and having to move into apts or a cheaper place that doesn't allow pets. this must be a life savor to people who really want to keep their pets

Finally some good news on here. Wow, shelters all across the country need to adopt a program like this. So many animals would be kept out of the shelters because many people want to keep them, but just can't for awhile.

What a great program. I've heard similar programs for those on military deployment which runs, of course, longer than 30 days. Our shelter has received in a few animals which have been displaced because of military obligations. It is so unfortunate there aren't more programs like this one.

What a great way to give animals a chance to be reunited with their families. There are so many people that hit a bump in the road and have to give away their pets. It just isn't right.

Wow, this is what I want to do. My husband and I have kind of started our own group called Go-Paws Animal Services and Transport. We started working on it when the whole zootoo thing started for our shelter. So Go-Paws was put on whole.

We have a barn which we are making into a kennel with four huge kennel spaces for dogs and a room for cats with cages. We have a vet friendly lined up to help with vetting. We want to help folks just like this. Who need a short time frame to get moved or get things straightened out.

We want to help elderly and home bound to get their pets to their vets by giving rides. And also to help low cost with pet food if they really need it.

Some folks just need a hand and we all need to start offering any help we can. You would be amazed at what you yourself could do to help folks on the short term.

It would be wonderful if every shelter was able to have something like this. There are so many animals that aren't lucky enough to have loving owners so if there is a way to help someone going through a rough time keep their beloved companion I think it's GREAT!

I commend this shelter and what is does for animals and their family! Even so, to look at the shelters around the country, it is an exception. Why? Because funds for animal welfare always seem to be low on the ladder of 'importance'. There always seems to be money to expand a sports arena or brick over a perfectly good asphalt road in Orange County Florida while some of the animal support facilities keep animals in cages under outdoor tarps. As long as people place 'things' over living being as 'important' and do not harness pet owner stupidity (she needs to have at least one litter), nothing will change. Hooray for this shelter! May other counties in our state take a lesson and hang their heads in shame for their present under-funding!

I know our shelter could not allow this to happen. We just don't have the space available.

There is one lady in our town who will help with the batted women's shelter. She will take in a dog or cat, but only one at a time to help them out. However, the last dog she took in to help, she got stuck with as the lady decided she did not want it back at all. The lady did find it a home, but now she is not sure if she wants to help.

I think I would be concerned with the length of stay allowed.
