Displaced Animals Given Continued Care


PINELLAS COUNTY, Fla. -- When Carol Nostrand was in between homes, she faced a bigger decision than the cost of rent. The friend’s home where she was temporarily staying did not have a fence. That meant “her baby,” Raven, which she adopted from the SPCA four years ago, couldn’t stay with the family.

“I would have had to put her up for adoption, and that really wasn’t an option for me because my dog is my life,” Nostrand said.

Fortunately, instead of returning to the local SPCA, Raven went to the Pinellas County Humane Society and stayed, for free, under its continued care program. The program helps owners who find themselves temporarily unable to care for their pet, but don’t want to give it up or give it away.

“Everybody has bumps in the road of life,” said Twila Cole, Humane Society of Pinellas County spokeswoman. “That’s the way it goes. Some people can handle it on their own, others need assistance. And we’re here to take on the task of pets so it’s one less thing they have to worry about until they get their own life back in order.”

Illness, family crisis and financial hardship are among the reasons owners find themselves taking advantage of this program, which is funded entirely through the generosity of the community. Continued care animals are kept in a separate area in the facility than other animals, so there’s no mistake which animals are up for adoption, and which ones have homes to return to.

During a recent visit, four dogs and a cat were enjoying shelter, food, water, grooming, and for some, medical care, until their owners can pick them up. Among the reasons for their stay: one family was dealing with the crisis of their son being abducted, another owner was caring for an elderly parent, and another was committed to a mental health facility.

The typical stay for continued care is 30 days. Nostrand remembers that time, and the difficulty in abiding to one of the rules: not visiting the pet, so it doesn’t become confused as to why it’s not going home with the owner.

“I was worried about her,” Nostrand admitted. “So I called frequently to check up on her.”

In the past two years, the program has taken in 45 animals. Dogs outnumber cats four-to-one. The goal, of course, is to keep families together. Cole calls accomplishing that, “perfect.”

“It’s the happiest day ever, when an owner is able to come back and take pets home. It’s the happiest. That’s what we’re here for,” Cole said.

For Nostrand and Raven, reuniting was a thrilling day, so was returning to a new home, complete with a big fenced in yard -- where Raven has made her own “special spot” under a jungle gym slide.

Nostrand said the peace of mind the program brought her allowed her to take care of the other stressful details of the move.

“I really did know my dog was in really good hands,” she said.

This is great. It helps out both the pets and the owners and keeps them together, preventing them from getting killed at the Humane Society.

What a wonderful concept and program. Isn't this much better than forcing the owner to hand the animal over to a shelter?

This is a super great idea and I had not heard of it before. I think this would be worthwhile for all the large humane organizations to consider. It would cut down on the animals who would be needed to be put up for adoption.
 
I can't imagine having to give up my babies for anything. It would be more stress in a time when there is already a hardship if you had to give them up. What a good program to help someone that is a good care taker fallen on hard times. It seems it would give them more of an incentive to get back on their feet quickly.

this is great program that they have going. it might give the owners a little more boost to get them to get back on their feet so they can get their animal back before the 30 days is up

Thats amazing and wonderful. I know people who had to give up their pets because they were between houses, and couldn't bring the cats everywhere with them. It broke their heart.

What a WONDERFUL program. You have to wonder how many people would not give their dogs up for adoption because of a move or family crisis if this was offered throughout the country.

What an excellent program- great idea! There are many times in life when things don't go as planned and for many of us, these times are hard either emotionally or physically so having a program like this can help with coping until people are able to help themselves!

This is an excellent idea. Especially now during the home foreclosure crisis. Most people that need help do not know where to turn for that help so they feel their only choice is to dump their pets at animal controls and shelters.

What a wonderful idea. All humane societies should offer this service if they can get the financial backing from the community. Everyone falls on bad luck in their life and this helps them get through this crisis.

What a wonderful compasionate thing to do. I have seen dogs in shelters up for adoption advising they were given up either by someone that was homeless or someone that was deployed and did not have anyone to take their animals. Hopefully more shelters, etc. will begin this program.

Wonderful idea. Would be interested to know how long the animals may stay and what happens if an owner doesn't come back or get his act together to take the pet back

This is my local shelter and they are wonderful there... they do so much for animals in all different arenas... I'm so happy to see that this program is getting the attention it deserves... more shelters should have a program like this to keep animals with thier families.

Pinellas County Humane Society has come up with a great innovative program-- would be wonderful to see something of its ilk nationwide. It has to be particularly gratifying for the people of Pinellas County who are compelled to use this service that it is free of charge and the fact that the community funds it is a happy circumstance indeed.

Sadly, more and more often we hear of people who when faced with that "bump in the road" simply abandon their pets. They bring them to a shelter and "hope" that they will find a new home and family or they just leave them behind to fend for themselves. This, of course, is irresponsible, not to mention reprehensible, pet ownership. If when you take on the responsibility of having a pet you are not prepared to make that pet a forever one then simply don't take on the task. It is that simple.
 
I think this is a great idea, but I have one problem...I think the owners should be allowed to visit. Now, if the animals become seriously agitated when the owners leave, then maybe it should be reviewed, but I remember a family had to turn their two dogs in at the shelter I volunteer at, and they would still visit the dogs. Both of the dogs did very well with the visits and thouroughly enjoyed them, and both were eventually adopted. I think it's silly to keep an owner away from their pet.

Great idea - so sad when people have no alternative but to part with their animals. Who's to say in a month or two they won't be in a position to take them back? It's wonderful that some shelters can do this!

Great idea/program. This could prevent animals having to be returned/surrendered to shelters. Wish there was more funds available so this program could be duplicated in other areas.

I agree with some other readers, I'm not sure I understand the comment about the fence, but maybe this was misreported and there was more going on there. This program sounds like a great idea, because so many times, people give up their pets because unfortunate things happen in their lives. It's great to hear that this humane society is offering this kind of support, because I imagine there are few resources supporting the pets who are affected when their owners are trying to get back on their feet. Kudos also to the people who look for help, like the woman in this story, rather than giving up their pet in this situation.

Good program but....I don't get why she thought she had to give up her dog? Just because they didn't have a fence, could she not walk the dog? I can understand if the place didn't take animals but the article does not indicate this. Just not understanding this particular woman's issue.

Wonderful story! Great to hear that she did not have to give up her buddy, Raven. This is a great story to send on to our local shelters, to help other people in the same situation. I would be in deep caca if I suddenly became homeless again, like after the hurricanes in '04. I have 5 cats and 2 dogs and would not leave them during the hurricane!! Stayed in a shed for 4 days! Shelter couldn't take any animals in! Not their fault! Just glad both stories had a happy ending!

With so many people abandoning their pets when they move or lose their homes, this is a great alternative. More areas should have a program like this.

As the economy changes, I see more and more individuals needing this service. I wish all shelters had the space to add this type of program. We do "board" or find foster homes. when we can, but I would love to see a dedicated program such as this.

i never knew there were programs like this. this could really make a difference for some people. wow. i can't imagine not seeing my babies for 30 days if it came to that knowing they were so close. i understand why it must be that way but that would really get me motivated to find the right place!

I'm glad a program like this exists. But the lady in the story was going to have to give up her dog because her friends house didn't have a fence?! How about WALKING YOUR DOG! People here in the city do it all the time-there are no yards.

People can be so dense I swear. At least she didn't have to give up her dog-and what a dumb reason that would have been.

What a wonderful program! Would love to see more of this available across the nation, especially as we are looking at a more difficult time ahead for employment and finances for many more people.

this is a great idea! but do the people keeping the animals there pay for the food and supplies while they are there? and can they visit them? and do they do some sort of interview to make sure that they are good people before they take them in to make sure that they will be coming back to get them?
 
Wow - this is a fabulous idea! We see many animals abandoned simply because their families cannot take them with them in emergency situations.
