A few weeks ago we reported on Congo, the dog who was slated for death after allegedly attacking a landscaper.
The video you're about to see covers legislation titled, "Congo's Law," which seeks to change the impoundment rules for dogs that are awaiting trial. As it stands, dogs can be held in hock for inordinate amounts of time - while their human counterparts get out on bail. Covering the story is Pet Pulse's Joey Wahler.

the facts are known then I think that would be ok. Obviously from the video there
is no fear whatsoever from the owners. However, that doesn't mean that the dog
needs to be near strangers.

In this case the dog apparently got into a "scuffle" with another dog. It does not elaborate which dog started the scuffle or what scuffle means. It goes onto say the dog bit two people that attempted to break up the scuffle...a potential human error not dog error. I don't stick my hand between two rabbits that are fighting without wearing gloves or tennis shoes on my hands without assuming I will be bitten also.
So in this case it may well be appropriate for a bail hearing to determine the dog should be released to its owners under certain circumstances. In other cases it might not be...say the dog mauled a child in the household or like.
So I say give them a bail hearing like they do people. It would also cut down expenses for animal control departments.
