Congo's Law


A few weeks ago we reported on Congo, the dog who was slated for death after allegedly attacking a landscaper.

The video you're about to see covers legislation titled, "Congo's Law," which seeks to change the impoundment rules for dogs that are awaiting trial. As it stands, dogs can be held in hock for inordinate amounts of time - while their human counterparts get out on bail. Covering the story is Pet Pulse's Joey Wahler.

Bail for Congo! This dog is not the one at fault - the workers who did not listen to the owners are at fault. Too bad we can not charge people for being stupid and not listening to owners when they are on their property!

The dog was doing his job and protecting his home and family from a stranger. He should be allowed to stay at home.

I understand that the owners are ultimately the ones that will be held responsible for their dog, however, the dog was just protecting his home.

Interesting story. If the owners are 100% able to contain the dog at home until all
the facts are known then I think that would be ok. Obviously from the video there
is no fear whatsoever from the owners. However, that doesn't mean that the dog
needs to be near strangers.

The landscaper didn't listen to the owner! He got out of the vehicle before it was safe! This dog was only protecting his home and owner!

i think providing the home is asecure and safe place and the onwers are willing to take extra precautions i see no reason why the dog cannot stay home.

the dog was afterall protecting its home and family in its mind!

I think that dogs just like people should have a bail hearing to determine if the seriousness of the incident calls for the dog to be impounded or if the dog should be released under specific requirements to the owner pending further hearings/court case.

In this case the dog apparently got into a "scuffle" with another dog. It does not elaborate which dog started the scuffle or what scuffle means. It goes onto say the dog bit two people that attempted to break up the scuffle...a potential human error not dog error. I don't stick my hand between two rabbits that are fighting without wearing gloves or tennis shoes on my hands without assuming I will be bitten also.

So in this case it may well be appropriate for a bail hearing to determine the dog should be released to its owners under certain circumstances. In other cases it might not be...say the dog mauled a child in the household or like.

So I say give them a bail hearing like they do people. It would also cut down expenses for animal control departments.

Someone below made a very good point. If people can bail other people out, then why can't they bail out their pets? Especially when Congo was just doing the right thing.

Interesting law. I have never heard of trial for a dog. Once the dog goes home, the burden will be on the owners to be certain another incident doesn't occur.

That would be bad to lose your dog when he was only doing what he thought best for you. It's not that Congo attacked unprovoked.

I think you have to consider each dog and each instance individually. My dog charged at me once but never touched me based on a food instance. I know her behavior and shouldn't have tried to take the food from her. I don't think that would warrent putting her down.

I do not know what should be done about these dogs if they are truly aggressive and attack individuals unprovoked. If the owners are irresponsible, I do not think they should be sent back to their owners. I am also uncomfortable that they have to be kept in shelters that are already overburdened. I wish there was some place for them to go that could give them better care, but again, what can you do with a dog that is this aggressive. I do not think they should be "punished" or made to be miserable. I almost feel it would be easier on the poor dog to be euthanised. I wish there was a good solution or alternative . . .

dogs shouldn't have hard time for attacking people than people. people can be more dangerous than animals but yet they get out easier which does not make sense. dogs shouldn't be sentenced to death for attacking once, maybe it should have since supposedly dogs have a good sense about people but not they label dogs too quickly and keep those labels up for dogs that are like them

I agree with Casey. If people are allowed back on the street after their crimes, why shouldn't animals? Beside, it is usually not the animals fault anyway. Some person didn't do what he or she was supposed to and the dog (usually) gets blamed.

I really feel the workers are at fault here. They show up an hour early without calling the owners to alert them, they refuse to follow instruction by staying in their vehicles until the coast is clear, strike 3 month old puppies with a rake, grab the owners wife several times, etc. The owners WERE responsible. The landscaping company was NOT.

I think this might be a good idea in that animals will be treated more like humans and will be given more chances to be proven innocnt. On the other hand, if the animal is truely vilent what's going to stop it from atacking while awaiting trial?

Yet another reminder that we need to punish the people and not the animals. Obviously we need to take precautions to prevent additional accidents, but locking animals away is not the answer.
