Colo. Raises the Bar on Animal Abuse Law

DENVER - Colorado is one of only seven sates that require veterinarians to report animal abuse. The law has been on the books less than a year, but already the impact is being felt. The law is so beneficial, that some child and family welfare experts say it could help save human lives, too.

Dr. Jed Rogers has been a veterinarian for 15 years. He's one of a majority of Colorado vets who support the state's mandatory reporting law.

“All of us got into this job because we love working with animals,” he said.

The measure requires vets to report cases of animal abuse and neglect. If they don't, vets face the possibility of being fined themselves.

“When I think we realized that we are mandated to report child abuse, but not animal abuse, it struck us as incorrect,” he said.

For Dr. Rogers and his colleagues, the law has been a learning experience. They have found that in practice, while there are clear cases of abuse, most of what they face is owners who just don't realize that what they're doing to their pets is wrong or dangerous.

“With animals, obviously you can't interview them, so you have to rely a lot on what the owner is telling you,” said Karen Spaulding, training manager with American Humane Association.

And what many vets are hearing is that there is a real need for owner education.

“It's sort of helped us think about where we draw the line,” she said. “Where does it become abuse, neglect, that sort of thing – separate from ignorance, and people just simply not knowing what the right thing to do is.”

Even so, the new guidelines have also revealed that where there is an abused animal there could also be a troubled family.

The Colorado law and others like it may help save human lives. For years, experts have recognized a link between animal and child abuse.

Research shows that 80 percent of families with child abuse cases also have a history of animal abuse.

“If cruelty or animal abuse is going on in that family household, then all the members of that family are in danger,” said Marie Belew, president and CEO of the American Humane Association.

The American Humane Association works to encourage agencies and humane investigators to share information. Citing what's recognized as a very real link between animal, child, elderly and even domestic abuse.

“We hear case after case where the mother would have left that relationship in order to flee for safety, except that the life of the pet was threatened as leverage to keep the human victims from leaving,” Belew said.

Experts see it as a cycle of violence, a problem not just limited to the affected family.

“It's not just an animal problem,” said Belew. “It's a whole family problem -– it's ultimately a community problem,” she said.

And it will take a community to protect those who can't speak for themselves.

The Colorado Must Report law waives doctor –- pet owner privilege in cases of abuse or neglect. And vets can not be held liable if they make a report in good faith.

Every state should have these laws enforced. Vets see alot of cases that I am sure they suspect are abuse but can only do so much without the law protecting them and the animals.

While I originally thought this law might keep some people from taking their pet to the vet for treatment, I think that won't normally be the case as with so many laws, people aren't even aware of them. It will be too late when the person finds out that their vet is turning them in for abuse becuase most won't even know that's a possibility. And imagine there are many people that are already afraid of this happening even where this is no such law. Just expecting that their vet will do this because its the right thing. THey should too.

I'm glad that they made this law. However, the dog abusers most likely will not take their abused dogs to a vet.

In these cases, if we are all vigilant and know of a dog being abused I would think nothing of taking the dog in myself.

This is a positive step to protect animals and possibly humans also. As stated, many
social welfare experts believe there is a connection between animal and child abuse.
Unfortunately, many abused animals do not make it to a veterinary clinic, rescue group or shelter. Hopefully, this law will at least help some animals.

I really like this! Good job Colorado. There is a spectrum of abuse, and something like this can stop an abusive situation in its beginning. It's sad, but I do think in many cases abuse is a case of an ignorant, but somehow well-meaning owner. So these people may not realize that they are the ones causing their pets harm until the vet discovers it.

Anything that can be done to help stop abuse of animals is a welcome sign. It seems as though more and more people are aware of what is going on and they care!

Colorado obviously listens to the people and understands that animal abuse can either be a precursor to human abuse or that is already a part of a family.

Great plan. AS they said, doctors are responsible for reporting child abuse, the same should be held to be true for veterinarians. Hope it spreads.

This is a wonderful law, like was said Doctors have to report any kind of child abuse, why not animal abuse? I am glad, I hope all states will follow this law.

Health care workers are ethically required to report any suspicion of child abuse. it makes sense that animal care professionals would be the same.

This is wonderful legislation that should be passed nationwide! It is proven fact that where there is animal abuse there is often other abuse in the home. I commend Colorado in their efforts and would love to see their legislators discuss their experiences in Washington (Congress).

What great legislation. I would love to see this nationwide. It is so true that animal abuse and neglect is often just a small part of a larger problem, of a larger unstable or dysfunctional system. Everyone benefits when any kind of cruelty or abuse is stopped. I am very impressed by this legislation. I hope it spreads nationwide fast!

I think having the law is great. At least Vets have to report the abuse. But that is only half a solution. Once the abuse is reported it has to be acted upon. Around here there has been recent suggestion that such reports of abuse are not properly acted upon by the authorities when the "good old boy" network takes over.

Way to go Colorado! A positive law in favor of pets! However, I don’t think many people that are abusing their pets would take them to the vets. This is why we need good neighbors and citizens to report pet abuse to their local authority. But at least this law is going to bring more awareness and responsibility on the community.

I am glad to hear they are doing this. It is a step in the right direction. However, most people that would abuse an animal I would believe not to be so kind or responsible to take the animal to the vet clinics.

It makes me happy every time I read about a new law being passed in favor of pets. I strongly believe the pet/child abuse correlation. Watch how a prospective spouse treats pets and you'll get a good idea how they will treat children.

I hate to see animals being abused. I am glad that the vets must now report abuse. The only worry I have is that the owners will not bring the animal to the vet at all. If the person doesn't care enough to treat the animal correctly, what is the chance they will bring the animal in to be checked out if they are going to be reported?

It makes sense that where you find animal abuse, you most likely will find child abuse. I never thought of this until reading the article. Great news. Hope other states take this into consideration.

Kudos to Colorado! I agree with some of the others comments that are below. Other states should research and really try and understand where "their" state lies in the whole animal abuse scene. I also think it's crazy that research shows, "80 percent of families with child abuse cases also have a history of animal abuse." I understand... just don't want to believe. I have more respect than I can type for states, people, and organizations that can continue to FIGHT for these animals rights!

this sounds like a great law. i didn't think that animal abusers would even take their pets to the vet but i guess some do. as many pets and families as they can help will be well worth the time it took to get it implemented

I think the animal abuse law is great and will help to save many animals. The only draw back is that some of the abusers might hesitate to bring their pets to a vet if they could be arrested as a result.
