City Worker Caught on Tape Abusing Puppy

ALBUQUERQUE, N.M. -- An Albuquerque city worker has been charged with animal cruelty, after a video of her throwing and kicking her recently adopted puppy was turned over to the Valencia County Sheriff’s office on Monday.

Yvette Tapia, who works for the Albuquerque City Attorney, was charged with cruelty to animals and failure to sterilize an animal by contract, according to Valencia County Animal Control.

“She most definitely abused the animal by throwing it, of course, and a couple of kicks involved and pulls and tugs on the leash,” said John Jaramill, of Valencia County Animal Control, who viewed the video.

The incidents were caught on videotape by a neighbor, who wishes to remain anonymous, but turned the video over to authorities.

After reviewing the tape, the Sheriff’s office notified animal control, which recovered the puppy and another dog from Tapia’s home.

Tapia recently adopted the puppy a Lab-Shepherd mix, named Buddy, from Valencia County Animal Control, which also operates as a shelter.

But, the shelter “has no screening process,” said Jaramill, who is also a certified cruelty investigator. “We give the majority of the people the benefit of the doubt. We assume they will be a responsible pet owner.”

“As a government entity, we don’t have the right to judge people or not allow them to adopt,” Jamarill said of why the abuse was not preventable. “I’m sure we’ll have something in place in the near future.”

While the case against Tapia is pending, the dogs have returned to the shelter, which has received more than 100 calls inquiring on adoption of the animals, says Jaramill.

Tapia was not charged with abuse with respect to the other dog, a Rottweiler cross, but the animal was removed for its own safety.

The charge of failure to sterilize an animal by contract relates to Tapia’s agreement with Valencia County Animal Control to sterilize the animal, but failed to do so.

I would like to think our screening process would prevent this sort of abuse happening, but you can never be sure. We often turn down folks because we know the neighborhood, know the person, or sometimes just plain gut feelings come to the forefront. We work with the various law enforcement agencies in the county and they are quite helpful.

The woman will get what she deserves.....but why would anyone think that how an animal shelter screens potential adopters would have discovered this woman abused animals? How would the shelter have known that?

Awwww that poor puppy. I'm glad there was a neighbor willing to help that poor little puppy. And so glad it was taken away from her.

Im glad the neighbor had the nerve to video it. There should be more people like here. On the screening process, it can be done, but most shelters don't have the funding to make it very elaborate. The shelter I volunteer has a questionaire. One of the questions is "Where will you keep your dog". Anyone who says basement, doesnt get the dog. Things like that. But other than that, there isn't much that can be done.

Very well said. I agree with you more people do need to pitch in to turn these abusers in and I wish more funds were avaliable to do better screening because many animals get handed to the wrong people.

Bull that they don't have the right to screen people.....they are just too lazy to set up a screening program because it takes effort and time. Obviously they also don't enforce the contracts that they make the adopters sign,either. Otherwise the dog would have been removed from her ownership for violating the spay/neuter contract.
I'd like to jerk her by a leash and give her a good kick in the seat of her pants.

That's ridiculous that a shelter doesn't have a screening process in place. I am glad that the neighbor was willing to go the extra mile to get the proof on this witch. Hopefully she isn't allowed to have animals ever again.

this is so sad why do people have to do things this way? it just makes me so angry when people do stuff like this i think that something should be done about stuff like this because hundreds of animals are being abused daily and it is so sad..somobody should do something because this cant keep goin on it is crazy i just get so mad...

I'm so glad they caught her in the act and where able to arrest her. I hope this shelter gets a screening process in place I know of a LOT of people who are just out there to find an easy dog. Also some breeds come to shelters looking for cheap dogs to breed.

There should be a screening process, I know there was a application I had to fill out when I rescued AND I had to go for a face to face meeting. You are asked very important questions mainly do you understand this pet can live for many years? Will it be inside or outside? Do you live in an Apartment? This is just wrong to let anyone have a pet if they cannot prove they can take care of one.

And she's a city worker? Not only should it be criminal charges, but she should lose her job. As a gov't worker, she should be held to a standard. Maybe she would benefit from shoveling dog poop at the shelter at least daily.

She works with animal control? There's a place people should look more closely into. I know of horror stories that took place in some of them. Why can't we help? I know most people don't want to actually get their hands dirty but I would. I wish there was a way to stop her from EVER getting another animal or working with them.

What a despicable person and a City employee no less!!! I for one am shockedthat this person was allowed to have the puppy. Maybe now the Shelter will subscribe to SOME sort of screening process. I hope she gets the book thrown at her the way she threw that poor defenseless puppy.
What was her excuse for mistreating(read abusing)that poor thing, what she didn't like the way it looked at her one day so she decided "I'll show you" and figured the best way in which to do thiswas to throw the puppy around a time or two?!
Lady(the city employee)if you had half a brain cell you would take it out and play with and lose it in the process. I hope she loses her job or at least has to go to "training" classes.

That's surprising that the shelter doesn't have a screening program because most shelters near my area are super interrogative, but for their own reasons. It's too bad; but hopefully this will influence them to be more careful as to who they adopt out to. I just don't understand why people are so cruel?!

I think the shelter needs to come up with an application/screen process. I wonder how many other animals they've adopted out have ended up in the wrong hands, but were never caught. I put the blame on the shelter.

I'm glad the neighbor taped her and turned it over to authorities. I hope some one catches her and gives her a few kicks and jerks and everything else she did to that poor puppy.
 
I think some people adopt animals for the soul purpose of abusing them. It is sad and cruel. I hate reading stories like this and others are worse. I wish our country would do more to prevent this from happening to other innocent animals.

How disappointing the human race can be. Harming a puppy who as at your complete mercy, who loves you, could be considered one of the blackest sins. I hope the pup finds a new home where it recieves love instead of kicks.

I can't understand why people adopt animals only to abuse them. If you do not have the compassion and understanding to train an animal DO NOT ADOPT ONE!

GRRRRR, this is the kind of story that just makes me want to scream. In my opinion,yes, charges should have been filed, it was right on tape!!!! The whole story is so irritating to me, because nothing is really being done.

I"m with you, charges need to be filed and the employee disciplined to the fullest extent. Put her on a leash and let someone drag her around and jerk on the leash for awhile and see how she feels.
This type of behavior is uncalled for and unneccessary, that puppy was at her complete mercy, all it wants is a loving home and I pray the next person who adopts this little guy/girl has a heart instead of being heartless!
Bravo to the neighbor who turned her in and had the good sense to provide physical evidence(read video)of the act in progress

Poor puppy, how could she do that? Animal shelters should have better screening process in the future, so animals don't have to pay the ultimate price. I am all for what Switzerland is doing when someone wants to adopt animal from shelter, they are required to take course on animal care.

This is terrible! I am glad the neighbor was able to catch her on tape and turn it into the authorities. I know some people who are adopting a pet hates the screening process, but its reasons like this why it is so crucial. I'm sorry but, some people are just not suitable to own pets.

That is so horrible why would someone adopt an animal if they weren't going to love and take care of it . I agree someone should kick and throw her around too, it is just awful to treat any animal like that especially one that cannot fend for itself , she should never ever be allowed to own another animal of any kind , and even though the other dog she had hadn't appeared to be abused I am glad it was taken from her so it could have a chance at a safe and happy home also .

Hopefully, they will now see they must screen potential families. Thankfully the neighbor had incident on tape and was able to use the info and save both dogs.

I'm really glad they caught this person. Great job by the neighbor taping the abuse and turning it into the authorities. That takes some courage to stand up and help an animal in need like the neighbor did. I wish there were more neighbors like that out there. It sounds like the attention that Buddy drew will help improve the adoption process there and possibly create a screening process.

They definately need to screen their animals going out. That's just common sense. Don't ever trust people. I don't doubt that sick people walk in buy an animal and then go do messed up things to it. It's just rediculous that they don't have screening.
