While this may have everything that you might need you still lack the choice of what you might want or the rats individual needs. Rats don't like to be in cages so the bigger the better. I used a ferret cage for mine just so that it had all the room it could possibly want. Changing items around is another good hint to keep the rats mind going.

I actually got this for my adult hamster. The tray is very deep, allowing tunneling without spreading litter around the room. It's roomy and well ventilated.

Many of these small cages are sold as guinea pig cages. Guinea pigs need space to run laps. Having them in a small cage like this will result in an unhealthy and unhappy cavy. Buy or make the largest cage you can for your cavies. They will be happier.
