I think its a cute idea for a halloween dress up for your dog. Or perhaps a doggie get together where the dogs all dress up. For every day use I would not go as far.
Pros: cute

That just can't be comfortable

I saw a pup dressed up like this for Halloween one year. They looked miserable, and kept trying to bite/chew off the grass skirt. Seriously...
