Works fairly well

I have a Penguin 330 filter on my 55 gallon turtle tank that has two biowheels. The biowheels weren't turning, so I replaced them because they were old anyway. The new ones did not turn either, so I replaced all of the bearings. It still does not spin, so I do not know what the answer is.
