The calming cap can help to bring down an animal's anxiety level in situations where they are nervous or afraid. It doesn't provide a magic pill for ending thunderstorm or noise phobias all on its own. The cap doesn't block the animal's sight. Rather, it filters the visual stimulation experienced by the animal.
We use it in the animal hospital to help pets recovering from anesthesia. It seems to help some animals cope with the experience.
I have also used it on some fearful animals in the hospital to help them cope with minor procedures such as radiographs. For some it helps. It might work OK for some dogs with a minor noise phobia in the home environment.
Pros: can help with anxiety
Cons: isn't a magic pill for anxiety
