Smaller beagles give a big AARRROOOO!!!!

I bought the regular size leo for my 20-25 lb pup. She absolutely loves it but it is way to bulky and heavy for the smaller pups. I had been looking in about every pet store in town for the smaller ones but ended up having to order it online (about $12). Four of these coupled with a dozen extra other toys and you can find free shipping. The little dogs love this interactive toy. About the hardness of the Kong, this has three slots where treats or dinner can be worked out. Hook them together (bottom or side) and you can add to the challenge. They are easy to wash in the dishwasher or sink. This is one you can leave with your pups and not worry they will chew it up. This is one of very few interactive toys that come in sizes to accomodate the 15 lb or less pup. A definite consideration should be paid if your pups love Kongs, they'll love this one too!
