For TEMPORARY use, these chains do well for dogs whose owners don't have fenced yards. I used to allow my dog to spend no more than 30 minutes (less in extreme weather) teathered for fresh air. (Exercise should be done at the end of a leash!)
Many communities have "teather" laws limitting the time and animal can be on a chain. Most require the dog's owner to stay with the dog when chained. A dog acciedntally hanged itself in Evansville last summer when it was chained without supervision!
Pros: Secure restraint
Cons: Should be used sparringly!

Used for puppy training

When our dog was a puppy it was used when I was
outdoors busy and didn't want the puppy to run loose. I hate to see dogs chained for any reason but
to keep an eye on her when she was little and still
learning this helped. We now have an invisible fence.
