Very effective

Sometimes you gotta do what you gotta do. We were at dog camp for the first time and our dogs started wining and barking when we went to breakfast at 6 AM waking up the dorm. Everyone came and loaned us their bark collars. So we've come to learn if you really have to quiet your dog, this certainly works. If people think it is cruel, just remember, they only get shocked once. They learn very quickly to restrain themselves.
Pros: it is very effective
Cons: it can be construed as cruel
