Bitter spray can work for some--not others

We've tried this product with a few of our dogs over the years when we needed to discourage licking paws, biting at leashes, etc.
We've had mixed results. Some dogs left the item alone after the spray was applied. We had a paw-licker however that licked even more after we used the spray--I think she just kept trying to get it OFF. It made the problem worse. so the verdict is still out...
Pros: works on some dogs
Cons: doesn't work on some dogs
